Lead Civil Field Engineer

Today, our colleague's team with customers, partners, and suppliers on diverse projects in nearly 40 countries.  The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects. The candidate will act as the Civil Lead Field Engineer on the upcoming Port Arthur LNG project. The candidate may start in the home office in Houston or Port Arthur TX as single status to support preconstruction planning, ahead of project mobilization to the field when the candidate will locate on a long-term assignment to Port Arthur, TX. This position is contingent upon project award.


Job Summary:

The candidate will initially act in a role of construction coordinator supporting preconstruction planning ahead of project mobilization to the field. Upon successful award and mobilization of the project, the candidate will relocate to the project site in Port Arthur, TX in a lead field engineer role responsible over all field engineering pertaining to site work including soil stabilization, mass earthworks, wick drains, piling, roads and drainage. The Civil Lead Field Engineer position is responsible for the organization and direction of multi-discipline field engineering personnel and activities relating to construction engineering, subcontracts, and engineering liaison with the design functional group on a medium to large project. 



  • Coordinate with the design engineering group for constructability and design issues.
  • Establish a design/field engineering working relationship and lines of communication with the Project Engineer, including agreement on engineering deliverables and overall construction application configuration management.
  • Responsible for quantity take-off, control, tracking, reporting and forecasting.
  • Direct the design of temporary construction facilities as required.
  • Issue field sketches to support construction needs.
  • Determine timing for as builts or redlines to design engineering based on contract, client and/or design requirements.
  • Direct the preparation of requisitions for field procured materials (FMRs), material substitution, services and equipment.
  • Approve field requisitions as delegated by the Field Construction Manager.
  • Review Material Receiving Reports (MRRs) and warehousing to assure delivery of correct materials.
  • Ensure Engineering Inspection Reports (EIRs) are being done for equipment and materials received.
  • Coordinate and monitor the interface between the construction automation plan and the project controls program at the jobsite.
  • Develop and manage the construction quality program.
  • Direct preparation of cost estimates for construction activities and coordinate the preparation of cost reports, forecast and progress reports.
  • Coordinate with Superintendents and Subcontractors to plan construction schedules.
  • Provide support to 3 week lookahead meetings.
  • Plan and recommend procedures to be implemented by Superintendents to ensure construction operations are within requirements of engineering design and specifications.
  • Coordinate subcontract activities to ensure materials, equipment and quality comply with design plans and specifications.
  • Implement controls over variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials and equipment and ensure that other corporate programs are fully utilized.
  • Administer major subcontract changes and represent the company in major contractual discussions and negotiations.
  • Develop and recommend the construction field engineering organization and staffing plan for approval by the Site Manager (or appropriate level of Project Management) and prepare employee requisitions.
  • Undertake training needs analysis and develop Field Engineering Training Plan for the project.
  • Ensure that subordinate personnel receive progressive training.
  • Supervise operations and compliance of the field document control department.
  • Work with the Field Welding Engineer to monitor weld reject rate, ensure qualifications and compliance with the project Weld Control Manual.
  • Coordinate field engineering efforts to support to punchlisting and inspection walkdowns for turnover to pre-ops.
  • Perform Annual Reviews for direct staff.
  • Perform other duties as required by Bechtel management.
  • Work with project rigging engineers to ensure Standard Wok Process Procedure (SWPP) Compliance, critical lift review and rigger competence.
  • Ensure compliance with the implementation, accuracy and use of all Construction Bechtel Standard Application Programs (BSAPs).
  • Direct preparation of Construction Release Packages (CRPs) / TurnOver Packages (TOPs) for submittal to pre-ops.


Qualifications and Skills:

Basic Qualifications:

  • Bachelor’s degree in Engineering or other relevant technical disciplines from an accredited university, plus a minimum of 15 years relevant work experience; or 19 years relevant experience in the absence of a degree.
  • A minimum of five years field engineering experience in at least one discipline as well as a minimum of two years supervisory experience.
  • Knowledge of EPCM contract management. Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration. Knowledge of the use of subcontracts. Knowledge of the contractor/subcontractor’s responsibilities contained in subcontract documents.
  • Extensive background in industrial construction projects, managing staff, providing leadership, maintaining good client relationships and developing talent within the project.
  • Demonstrated commitment to Environment, Safety and Health (ES&H). Demonstrated commitment to a Zero Accident safety program.
  • Must be computer-literate in word processing, spreadsheet and database applications.
  • Must be familiar with current industry quality standards.


Preferred Qualifications: 

  • Cross function experience in another function such as engineering, procurement, contracts, etc is preferred, but not required.
  • A professional engineering license/chartership is preferred and desirable.
  • Sound understanding of performance management processes such as Six Sigma.
  • Advanced understanding of production management including scheduling.
  • Advanced communication skills.
  • Strong interpersonal and teamwork skills.
  • Advanced knowledge of cost management including estimating and forecast development.
  • Previous supervisory experience in a similar role.
