Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

Job Summary:

The Industrial Hygiene Technician (Grade 25) supports the Project ESH team by executing day‑to‑day exposure monitoring and program tasks that help identify workplace hazards, quantify exposures, and implement practical controls across construction, commissioning, and field operations. The role performs instrument setup/calibration, air and noise sampling, data management, and field coaching to ensure work is planned and performed in alignment with Bechtel’s ESH Management System and regulatory requirements (OSHA, NIOSH, EPA). This position requires flexibility to work standard day shifts and provide coverage for evening and night shifts as operational needs dictate.

Major Responsibilities:

  • Exposure monitoring & sampling: Plan and perform routine and task based monitoring for airborne contaminants (e.g., solvents, silica, metals), noise (dosimetry and surveys), heat stress, and other IH stressors. Set up, calibrate, and operate pumps and direct reading instruments; maintain sampling records and chain of custody.
  • Data Interpretation and Monitoring: Data interpretation & reporting. Download, validate, and trend results; compare to occupational exposure limits; draft clear summaries and recommendations that enable field supervisors to act.
  • Respiratory & hearing conservation support: Assist with respirator program activities (e.g., qualitative/quantitative fit testing, cartridge selection guidance) and hearing conservation (e.g., dosimetry, field coaching on controls and PPE). Provide basic toolbox training under direction of the Sr. Industrial Hygienist/ESH Manager.
  • Risk based work planning: Participate in pre task planning, JHAs, and FLHAs to ensure IH hazards/aspects are recognized and controls are captured before work begins; confirm barriers remain effective during execution.
  • Instrument care & quality assurance: Maintain IH equipment inventory; perform routine maintenance, bump checks, calibrations, and VOC (verification of competency) in accordance with procedures; escalate issues and coordinate vendor service as needed.
  • Field engagement & coaching: Partner with Construction and CSU teams in the field to reinforce controls (ventilation, isolation, housekeeping, PPE), clarify sampling plans, and support safe, compliant execution.
  • Compliance & continuous improvement. Support audits, corrective actions, and lessons learned; help update procedures, sampling plans, and dashboards to reduce risk and improve program effectiveness.

Education and Experience Requirements:

Requires a Bachelor’s degree (or international equivalent) related to industrial hygiene and 5-8 years of relevant experience or 9-12 years of relevant work experience

Required Knowledge and Skills:

  • Technical IH skills. Working knowledge of occupational exposure pathways and control strategies; proficiency with air sampling pumps and calibrators, sound level meters/dosimeters, and common direct‑reading instruments (e.g., PID/LEL, multi‑gas, heat stress monitors).
  • Methods & standards. Familiarity with NIOSH/OSHA sampling and analytical methods; ability to apply exposure limits, selection of media/flow rates, and chain‑of‑custody practices.
  • Data literacy. Ability to download, QA/QC, analyze, and visualize monitoring data; competence with Excel and IH databases or logs; clear technical writing for summaries and recommendations.
  • Program support. Basic understanding of respiratory protection and hearing conservation elements (fit testing, cartridge selection logic, attenuation and administrative/engineering controls) sufficient to support program activities under professional oversight.
  • Risk‑based planning. Familiarity with JHA/FLHA processes and field hazard recognition; ability to translate findings into practical controls and verify barrier effectiveness.
  • Field readiness. Comfortable working in industrial construction environments (outdoors, heights, confined spaces, weather exposure); able to lift/carry equipment and traverse active work areas. Must be willing and able to work evening and night shifts as required.
  • Communication & teamwork. Strong interpersonal skills for field engagement and coaching; ability to coordinate with ESH, Construction, CSU, and subcontractors.
  • Education & experience. Associate’s degree (or higher) in occupational safety/health, environmental science, industrial hygiene, or related discipline or equivalent field experience in IH sampling/monitoring.
  • Certifications (preferred). HAZWOPER 40‑hour; BSCP accreditation; First Aid/CPR.
  • Licenses. Valid driver’s license; ability to meet project badging requirements.
