Project Overview:
Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located at State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. Bechtel is seeking a Lead Field Welding Engineer to join the Port Arthur LNG Project.
Job Summary:
The Welding Field Engineer will report to the Lead Welding Field Engineer. This individual is responsible for supporting the implementation and maintenance of the site welding program and direct hire Pre/PWHT work activities. This position is day shift, but the candidate must be willing to work a flexible schedule, including, but not limited to night shift, split shift, or day shift. Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e., harness, life vest, lift buckets, etc.). #LI-BH1
Major Responsibilities:
- Provide technical assistance to field engineers, discipline superintendents and crafts regarding Pre/PWHT, Welding, and NDE.
- Oversee and maintain Project Field Welder Testing program.
- Provide specialized welding engineering support to ensure construction meets all code and site requirements.
- Implementation of the project ES&H program and quality control program.
- Responsible for the coordination and implementation of direct hire Pre/PWHT program. Monitor and maintain calibrations as required for Pre/PWHT equipment.
- Trouble-shoot Pre/PWHT and resolve issues with LFWE and/or supervision. Working knowledge of our corporate Pre/PWHT Procedure (PHT-2) and other welding procedures/standards.
- Perform inspections and documentation of all Pre/PWHT activities in progress on a continuing basis.
- Prepares material requisitions and maintain inventory for all Pre/PWHT equipment and materials.
- Coordinate work activities and training of direct hire Pre/PWHT personnel.
- Support the crafts in meeting quality requirements to maintain cost and schedule. Verification of materials, workmanship, and specification/code requirements. Interface with the lead welding engineer for direction of work task assigned.
- Perform oversight of inspections and documentation of all subcontractor welding & NDE work in progress on a continuing basis.
- As requested, Trouble-shoot engineering design and resolve issues with engineering and/or fabricator.
- Coach lower-level engineers within the welding discipline to ensure employees’ and Bechtel's needs are accomplished to achieve project and Bechtel goals.
- Maintain weld inspection tracking system using TEAMWorks/WITS applications.
- Knowledge and understanding of Bechtel's SWPP 4MP-T81-03701 Welding Program, 03708 Pre/Post Weld Heat Treatment and 03705 Welding & NDE Documentation.
- Interface with the Lead Welding Engineer for direction of work assigned tasks.
Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
Required Knowledge and Skills:
- Must be capable of taking and passing NDE Level II VT certifications, additional NDE Certs are preferred PT, MT, and LT (Vac Box) certifications.
- Construction experience assigned to a construction site.
- Experience managing technical services subcontracts.
- Experience on an LNG construction site especially along the U.S. Gulf Coast.
- Heavy industrial direct hire construction experience commensurate with the type of work to be undertaken.
- Advanced knowledge and/or certifications in SMAW / GTAW / GMAW / FCAW.
- Advanced knowledge of Piping Design Drawings/Specifications and TEAMWorks/WITS.
- Intermediate understanding of Preheat/Post weld heat treatment of equipment and consumables.
- Knowledge of engineering and construction methods and processes customarily acquired over time through specialized instruction or practical experience.
- Displays effective communications skills crucial to motivating team members and presenting plans in a clear and concise manner.
- Computer literate in word processing, spreadsheets, and database applications. Excellent problem-solving ability.
