Project Overview:

Bechtel is among the most respected engineering, project management, and construction companies in the world. Bechtel operates through four global business units that specialize in energy, infrastructure, mining, and metals and nuclear, security and environmental. Today, our colleague's team with customers, partners, and suppliers on diverse projects in nearly 40 countries. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects. The candidate will serve as the Civil Wick Drain Superintendent on the upcoming Port Arthur LNG project. The work location is Port Arthur, TX. This position is contingent upon project award. Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located at State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake.  

Job Summary:

In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements. #LI-CS1

Major Responsibilities:

Subcontract Management

  • Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management
  • Gathers and compiles support data for the preparation of documents and the management of subcontracts
  • Assists Subcontract Manager or more senior Subcontract Professionals in completion of the various tasks required by the Contract/Subcontract Management Guidebook, Standard Work Process Procedures, and automated subcontract management systems
  • Monitors areas of subcontract performance, as assigned
  • Conducts investigations and inquiries into specific subcontracts problems, as assigned
  • Organizes materials for the preparation of meetings, presentations, and training sessions, and prepares periodic status reports
  • Works with Digital Supply Chain and other Automation Tools

Subcontract Formation

  • Duties and responsibilities involve the formation and award of small value, routine-type subcontracts
  • Assists with negotiations in commitment of contracts, but directs negotiation in small value contracts
  • Develops and issues subcontracts and services agreements as assigned
  • Receives bids and evaluates bids commercially
  • Prepares Commercial Bid Summary and recommendations
  • Recommends and secures approvals in accordance with established procedures
  • Prepares subcontract documents for execution
  • Prepares and maintains control and status reporting documents
  • Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters

 

Other duties

  • Conforms and ensures subcontract execution
  • Directs negotiation in the commitment of subcontracts
  • Develops and issues subcontracts and services agreements as assigned
  • Prepares bidders’ lists and pre-qualifies bidders Forms bid request packages and issues bid request packages to approved bidders
  • Coordinates bidders’ questions and answers to those questions
  • Prepares Commercial Bid Summary and recommendations
  • Recommends and secures approvals in accordance with established procedures
  • Prepares subcontract documents for execution 

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience

Required Knowledge and Skills:

  • Proficiency in all phases of the formation and administration of construction contracts and contract agreements, including types, terms, legal requirements, planning, and subcontractor schedule performance and management.
  • Skilled in working and communicating effectively both orally and in writing with other project functional groups, including project management and other organization leaders.
  • Motivation and mindset to pick up a scope of work /package, take ownership, and drive to completion.
  • Strong ability to prioritize and stay organized.
  • Significant experience delivering projects in the field from execution through to completion.
