Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake.

The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

Job Summary:

In this role, you will lead a high-performance team to develop and manage complex Environmental, Safety, and Health (ES&H) project programs. You will assist functional leads to ensure requirements are properly integrated and be responsible for overall project ES&H execution. Your leadership will help achieve ES&H performance expectations, compliance, and continuous improvement. #LI-VB1

 

Major Responsibilities:

  • Manages global Environmental, Safety and Health (ESH) services and establishes strategic objectives, standards, systems, and policy for ESH performance among corporate-based functions, global business units (GBUs), and projects. 
  • Supervises EHS personnel and facilitates their development through assignments, coaching, and mentoring. 
  • Oversees and assures that ESH requirements are properly interpreted by projects and other functions, and integrated in GBU processes, planning, procedures, and training for all three ESH disciplines (including medical). 
  • Develops and sustains the ESH Management System and assures that it is applied across all functions, GBUs, and projects to continually improve EHS program execution. 
  • Has overall responsibility for ESH program development and execution within Bechtel, confirming that corporate functions, GBUs, and projects adhere to ESH requirements, standards, and customer expectations. 
  • Manages budgets, schedules, and resources for interpreting and implementing complex ESH requirements, evaluating and applying appropriate ESH principles, and developing suitable plans and methods in compliance with global ESH requirements. 
  • Oversees and reviews implementation of Bechtel’s ESH Policy, Management System, and standards. 
  • Confirms ESH emergency preparedness planning and the adequacy of incident investigation and resolution. 
  • Conducts audits to confirm ESH compliance with contractual commitments, laws and regulations, environmental permit requirements, and Bechtel standards. 
  • Confirms that environmental regulatory submittals, documentation, and actions are completed as required. 
     

The ES&H Representative is a field-based role, providing support to management, supervision, craft professionals and subcontractors. This position has a work scope that includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.)

 

Education and Experience Requirements:

Requires a bachelor’s or master's degree (or international equivalent) related to environmental, safety, health or science-related discipline and 7+ years of relevant experience or 10+ years of relevant work experience. 

 

Required Knowledge, Skills, and Abilities:

  • Provides safety technical support and assistance, coordinating safety requirements and formulation of risk reduction measures with engineering, construction, subcontractors and other ES&H Representatives.
  • Provides coaching and mentoring as needed within assigned areas when opportunities for improvement are observed regarding at risk conditions and behaviors.
  • Participates in engagements with customers, project team members, and subcontractors to advise them of ES&H requirements.
  • Conducts ES&H inspections/assessments of project activities to monitor compliance with applicable ES&H requirements including contractual commitments, permits and the project's ES&H plans.
  • Identifying and acting upon opportunities for improvement through construction supervision (i.e., Foreman/General Foreman/Superintendents), validating that appropriate action is taken to correct the identified opportunity for improvement, e.g., mitigating the observed dropped object potential.
  • Lead and participate in, as required incident investigations, preparing Initial Incident Notifications, conducting investigations, and completing Incident Investigation Reports, meeting quality and timeframe expectations.
  • Attend and support daily Pre-Start and Focus4Safety Card Meetings and be in the designated work location by shift start time.
  • Attend, participate in, and support ES&H Program activities, i.e., Leadership Engagement Walkdowns, Near Miss Reporting, Weekly Supervisor Safety Meetings, Supervisor Mentoring Program, etc.
  • Knowledge of national environmental and safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards/practices for compliance, and best management practices for minimizing potential ES&H risks during project execution.
  • Knowledge of engineering and construction systems, methods, and work processes.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
  • Must be able to obtain a site security badge for access to the worksite.
