Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. As the #1 LNG EPC contractor by installed capacity, Bechtel has the capability to successfully deliver a broad range of LNG projects through our integrated EPC self-perform model, strategic partnerships, and proven experience in LNG project delivery. Partnering with Bechtel means lower cost, shorter delivery schedules, and greater certainty of outcomes for our customers. 

Job Summary:

In this role, you will monitor and organize subcontractor planning, safety, quality, and technical activities on a complex project with multiple stakeholders’ involvement, through the coordination and instruction of subcontractor’s management staff. Your field supervision will help ensure operations are planned to coincide with overall established schedules and that work methods are planned and executed safely. You will also be responsibile for supervising and directing excacation, backfill and civil site work operations on the project.  #LI-TH1 

Major Responsibilities:

  • Responsible for field construction operations within assigned discipline and/or area.
  • Provide ES&H leadership to personnel assigned to their department. This includes preparation and implementation of safety procedures and leading Bechtel and subcontractor safety meetings.
  • Inspect site for unsafe conditions and practices and take appropriate corrective action to correct breaches.
  • Coordinate safety training and enforce safe work practices at all times in conjunction with the Environmental Safety and Health Supervisor.
  • Champion the cause of ZERO Accident Philosophy. Ensure that Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility.
  • Review and approve subcontractor equipment/personnel mobilization and demobilization, as required.
  • Determines workforce requirements. Coordinates established area operational plans. 
  • Schedules work to be performed and reviews work accomplished by each craft. 
  • Monitors work activities and ensures the quality of work performed.
  • Monitor the activities of craft to ensure compliance with specifications and schedules.
  • Interface with Labor/Industrial Relations for craft recruitment and training programs.
  • Coordinate with the General Foreman to hire craft labor to execute work.
  • Perform employee reviews and identify training and development opportunities for subordinate personnel.
  • Review and approve craft time records using established automated tools.
  • Responsible for the cost, schedule and optimization of craft labor and maintaining the 90 day and four-week look ahead schedules for labor and equipment.
  • Prepare reports and forecasts, including summary of construction progress, craft personnel forecasts, and expenditures forecasts.
  • Monitors tool usage on the site. 
  • Prepares Field Material Requisitions for tools and consumables and ensures that the crafts have the tools they require to be productive.
  • Provide input to quantity tracking applications and report weekly installed quantities to Project Controls.
  • Responsible for implementing corporate project policies, procedures, and instructions within their assigned area(s) of operation.
  • Assist in performing construction testing as required.
  • Perform other duties as required by Bechtel management.  

Education and Experience Requirements:

  • ​​​​​​​Requires bachelor's degree (or international equivalent) and 8-10  years of relevant experience or 12-14 years of relevant work experience.

Required Knowledge and Skills:

  • LNG construction site experience along the US Gulf Coast or background in oil, gas, refinery, petrochemical, minerals processing, or power‑generation construction. 
  • Heavy industrial direct‑hire construction experience appropriate to project scope.
  • Strong communication and problem‑solving skills; understanding of single‑ or multi‑discipline construction/engineering operations.
  • Familiarity with Bechtel’s Zero Accident Philosophy, ES&H Handbook, Supervisors ES&H Manual, Project Safety Management Plan, Core Processes, and Six Sigma tools/methodologies.
  • Understanding of supervisory field functions, Standard Work Process Procedures (SWPPs), and applicable industry codes/standards.
  • Computer literate in word processing, spreadsheet and database applications in accordance with current Bechtel Standard Application Program (BSAP) standards.
  • Demonstrated leadership in team‑based environments; familiarity with subcontract usage and associated responsibilities.
