Project Overview

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake.

 

The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects. As the #1 LNG EPC contractor by installed capacity, Bechtel has the capability to successfully deliver a broad range of LNG projects through our integrated EPC self-perform model, strategic partnerships, and proven experience in LNG project delivery. Partnering with Bechtel means lower cost, shorter delivery schedules, and greater certainty of outcomes for our customers.

 

Position Summary

Implements the Environment, Safety and Health (ES&H) management program on an assigned project. Provides technical oversight of the project’s ES&H compliance activities through identification and integration of applicable requirements into project construction plans and schedules and other field execution activities. Works directly with other project-level functional leads (e.g., engineering, construction, subcontracts, procurement, project controls, document controls) to assist them in integrating and/or addressing the applicable ES&H requirements in their work products and activities. 

 

Responsibilities

  • Implements the project-level safety management program.
  • Provides assistance to project and construction management in implementing and complying with project safety requirements and in addressing ES&H issues as they arise during project execution.
  • Coordinates with and provides technical assistance to other project-assigned functional leads (e.g., engineering, subcontracts, procurement, project controls) with regards to compliance with project-specific ES&H requirements.
  • Participates in meetings to advise of safety requirements that may affect project schedule.
  • Provides technical support and assistance directly to construction supervision and subcontractors in planning and executing field activities in accordance with the project safety requirements.
  • Provides support in comprehensive project ES&H planning, safety and health specific plans, project specific mitigation plans, safety and health awareness training programs, and technical and regulatory reports.
  • Conducts ES&H assessments/inspections of project construction activities to monitor compliance with ES&H requirements including contractual commitments, laws and regulations, and the project’s ES&H plan.
  • Reporting of observed opportunities for improvement through construction supervision (i.e., Foreman/General Foreman/Superintendents) and validating that appropriate action is taken to mitigate the identified opportunities for improvement, e.g., mitigating the observed dropped object potential.
  • Lead and participate as required in incident investigations, preparing Initial Incident Notifications, conducting investigations, and completing Incident Investigation Reports, meeting quality and timeframe expectations.
  • Attend daily Pre-Start and Focus4Safety Card Meetings and be in the designated work location by shift start time.
  • Attend each scheduled area walk down (e.g., Leadership Engagement, etc.).
  • Attend, participate, and support the Craft Based Leadership program.
  • Respect the allotted time reserved for lunch and resume work related activity immediately following the break.
  • Expected to remain onsite during inclement weather events unless otherwise authorized by supervisor.
  • Spend majority of the time in elevated work areas (structures, scaffolds, platforms, etc.) when present in assigned area of responsibility.
  • Know and follow the requirements contained within the Port Arthur Liquefaction Project Work Rules.
  • Implements personnel policies (e.g., conducts employee performance evaluations) and provides technical direction to staff. 
  • Establishes goals and timelines.

  • Provides input on resource requirements.
  • May provide input for hiring, termination, and promotion decisions.
  • Identifies training needs.
  • Provides performance information on team and individuals to next line supervisor.

 

Qualifications and Skills

Basic Qualifications:

  • Bachelor of Science Degree in a specialized scientific field (e.g., safety, industrial engineering, public health) or process / mechanical engineering plus 8 years of experience or 12 years of equivalent industry experience in-lieu of a degree.

 

Additional Qualifications:

  • Advanced knowledge in a field of science, safety/industrial engineering, or related discipline.
  • Knowledge of safety programs/engineering systems, principles, and methodologies.
  • Knowledge of national safety laws/regulations and regulatory agencies’ regulatory requirements and responsibilities, industry standards/current practices for ES&H, and best management practices for minimizing potential ES&H risks during project execution.
  • Knowledge of engineering and construction systems, methods, and work processes.
  • Knowledge of construction planning, estimating, procedures, and execution.
  • Knowledge of BESH standard computer applications (e.g., IRIS, Velocity EHS, Power BI).
  • Experience in managing and/or providing technical oversight of ES&H subcontractors or consultants.
  • Experience in ES&H assessments/inspection during construction.
  • Knowledge of hazardous materials and physical risks and the mechanisms to mitigate them.
  • Skilled in oral and written communication.

 

Additional Information

  • Must be willing to work a reasonable amount of overtime when needed, a flexible schedule if required, including, but not limited to nightshift or split shift.
  • This position has a work scope that includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required.
  • Must have the ability to walk into and out of the project (enter/egress).
  • Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e., harness, life vest, lift buckets, etc.).
