Project Overview:

Perth Airport is a 24/7 operational airport in Western Australia, serving as the 'Western Gateway' to Australia. The airport is undergoing a major $5 BN (AUD) redevelopment over the next 7 years which will see the consolidation of the airport terminals into “one airport”, a new parallel runway, and construction of supporting airport infrastructure including associated roadworks, the airport’s first hotel and two multi-storey car parks. Working in an integrated client management team as the Capital Portfolio Partner, Bechtel will initially be responsible for 1) leading the development of the systems, tools and processes, required by the integrated client team, to successfully plan and manage the redevelopment works, and 2) developing the portfolio cost & schedule baseline.

Job Summary:

In this role, you will participate in Contract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Contract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure Contract compliance with project requirements.  This role may require supervision of others.

Major Responsibilities:

Contract Administration 

  • Administers assigned Contracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, Contract performance, Contract administration and other major matters. 
  • Administers and negotiate complex contract changes

Contract Formation 

  • Leads preparation of bid request packages, addenda, and other bid cycle correspondence to ensure proper format, content and project requirements are met.
  • Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authority.
  • Reviews and recommends bid selections that require higher approval authority.
  • Develops, monitors, and maintains project master contracts forms, including legal and commercial terms and conditions to be included in the project contracts documents.
  • Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of contracts when such action is agreed as necessary by the designated supervisor.

Education and Experience Requirements:

  • Typically requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience 

Required Knowledge and Skills:

  • Experience in estimating, forecasts, pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Thorough knowledge of contract administration, procedures and documents relating to a multi-discipline construction project.
  • Working knowledge of engineering/construction industry contracting practices, applicable commercial regulations and practices, and Bechtel policies, procedures and work practices (preferred).
  • Broad progressive work experience in contract administration associated with major infrastructure design and construction projects or aviation projects.
  • Specific airport experience would be an advantage.
  • Experience working within or directly supporting a client’s project organization.
  • Skilled in oral and written communication, with demonstrated skill in presenting information to management/clients.
  • Experience in the Australian market preferred
