Project Overview:

Perth Airport is a 24/7 operational airport in Western Australia, serving as the 'Western Gateway' to Australia. The airport is undergoing a major $5 BN (AUD) redevelopment over the next 7 years which will see the consolidation of the airport terminals into a single terminal campus, construction of a second parallel runway and construction of supporting airport infrastructure including a new hotel and car park. Working in an integrated client management team as the Capital Portfolio Partner, Bechtel will initially be responsible for 1) leading the development of the systems, tools and processes, required by the integrated client team, to successfully plan and manage the redevelopment works, and 2) developing the portfolio cost & schedule baseline.

Job Summary:

This position is for a Project Controls Lead on the Perth Airport Project and work under the direction of the Portfolio Controls Lead on cost engineering, cost estimating, cost analysis/control, planning/scheduling, and risk activities for the project. The role will support the Portfolio Controls Lead in the development of the systems, tools and processes required for the Project Controls function as well as directing 1) cost trend estimating, analysis, and control activities, and 2) schedule development, maintenance, monitoring, impact identification, and recovery plan development activities. The role will also direct the preparation and presentation of on-project estimates and cost forecasts, as required. Supports project organisational and administrative activities. Directs the management of risk and opportunity on the project integrating this process into the budget forecast. Provides non-routine cost engineering/planning and scheduling guidance. Identifies, analyses, and provides innovative solutions to cost engineering and planning/scheduling problems.

Major Responsibilities:

  • Supporting the Portfolio Controls lead in development of relevant procedures, tools and processes and the implementation of cost, program and risk systems.
  • Ensuring that all cost and schedule related functions on the project are performed in accordance with procedures and good practice.
  • Provides technical direction, training, day-to-day supervision and coaching to project assigned Project Controls personnel.
  • Provides leadership to the planning, scheduling, trending and cost control teams as necessary to meet internal and external customer requirements while adhering to the budget and schedule demands of the project.
  • Responsibilities include managing, leading, and providing administrative and technical direction to staff of project controls professionals, interfacing with management, engineering, construction, contracts, and procurement, and driving innovative solutions to cost engineering and planning/scheduling problems with the intent to help execute the project efficiently and effectively.
  • Responsible for the development and maintenance of project budget, and program baseline.
  • Provide timely and accurate analysis and reporting to management.
  • Leads budget, program and risk review meetings
  • Assists in commercial operations and prime contract administration, and interface with customers.
  • Meets with and makes presentations to the customer.

Education and Experience Requirements:

  • Bachelor’s Degree from an accredited university in Engineering, Construction Management, or related field and 15+ years experience

Required Knowledge and Skills:

  • Previous experience in the Engineering, Procurement, and Construction industry.
  • Working knowledge of project control tools and cost databases.
  • Advanced proficiency in MS Excel, MS Word, and Primavera scheduling concepts.
  • Capability and flexibility to handle multiple tasks in restricted timeframes to support project goals.
  • Previous supervisory experience and skills in applying team building leadership.
  • A thorough understanding of Prime Contract formation and execution.
  • Excellent verbal and written communication skills.
  • Prior demonstrated capability to present information and analysis to senior management.
  • Comfort operating in a highly technical environment within constrains of commercial and contractual boundaries.
  • Experience with airports preferred.
