Bechtel is seeking a Rail Engineer (Signalling Knowledge). He would provide engineering support to a team of professionals on a major light rail transit expansion project in Ontario, Canada.  Rail Engineer would report to a Senior Rail Signalling Engineer and will work within a team of related disciplines to support the delivery of the project.  This position is deployed to a design subcontractor office to manage relevant engineering activities of the design subcontractor resulting in outputs which meet project requirements in a safe and environmentally responsible manner for a time, cost and quality.  This position requires travel to project site and main design office location as necessary. 

 

Job Responsibilities

  • The Rail Signalling Engineer ensures Engineering Quality Design of independent engineering firms that are performing the detailed CBTC design, construction technical coordination and interface issues.
  • Plans and conducts independent work within the project organization requiring judgment in the evaluation, selection, application and adaptation of engineering techniques, procedures and criteria.
  • Coordinates technical issues with other departments on projects which may include constructability requirements and technical reviews.
  • Plans, coordinates or prepares equipment or work specifications, bid evaluations and award recommendations for equipment or works.
  • Coordinates engineering efforts in assigned areas between specialty and other engineering groups or disciplines, with the client, suppliers, and contractors and between other groups and Performs or assists in the performance of problem analysis and original design.
  • Provides advice in respect of all construction activities, including testing and commissioning and site supervision. Ensure that the design and/or construction elements of relevant projects meet the requirements of appropriate legislation. Assists in the preparation of cost estimates, quantity take-offs for forecasts and change orders.
  • Supports the creation of a work environment that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction. Integrates and coordinates with the various engineering and systems engineering disciplines.
  • Ensures that Technical Risk Assessments (e.g. HAZIDs, HAZOPs, IDCs/IDRs, QRAs) are comprehensive and complete, safety practices and procedures are implemented, and engineering design and corresponding documentation are in compliance with the associated projects Quality Assurance plan and procedures.
  • Supports delivery of satisfactory safety assurance relating to the technical integrity of CBTC system as designed, built, installed and tested.
  • Participates in contact with the client on matters relating to project engineering progress and quality. Oversees design, constructability and Value Engineering reviews.
  • Check and ensure Engineering Quality Design of independent engineering firms that are carrying out the detailed engineering design.
  • Perform technical reviews of contractors, shop drawings, product data, material samples, etc.

 

Job Qualification

  • Bachelor’s Degree in engineering, construction management or related field with 6 years of experience in design Or in lieu of Bachelor’s degree 12 years of relevant experience in engineering design, construction or infrastructure industry.
  • Minimal 5 years of those years working with CBTC and fixed block signalling in major rail projects.
  • Working knowledge of applicable AREMA, Canadian and international standards.
  • Working knowledge of current computer applications for engineering and design including appropriate knowledge of CAD (both 2-D and 3-D), CAE to perform the work.
  • Good interpersonal skills with proven ability to work effectively as part of a multi-disciplined team.
  • Working knowledge of Requirements Management and associated tools.
  • Working knowledge of Interface Management and the management of rail systems interfaces.
  • Excellent written and verbal communication skills.
  • Must have the authorization to work in Canada.
