Project Overview:

Bechtel is the Engineering, Procurement, and Construction (EPC) partner on the Northrop Grumman team to deliver the Sentinel Program, which is modernizing the ground-based leg of the U.S. nuclear deterrent triad, including intercontinental ballistic missile (ICBM) systems and launch infrastructure. Bechtel’s scope of service in Sentinel’s current Engineering & Manufacturing Development phase focuses on the ground infrastructure component of the program.

Job Summary:

In this role, you will participate in conducting field investigations and planning specifications for operational technology (OT) cyber design for large projects. You will contribute in the design, development, and implementation of control system components, and security controls and enhancements. Your expertise will help ensure a highly available and secure environment that meets standards and government cyber security mandates.

This position is for a Senior Operational Technology (OT) Cyber Engineer to coordinate the development and delivery of engineering products which meet cybersecurity requirements and controls. The Senior OT Cyber Engineer will serve as a working-level interface with the Partner’s Cybersecurity Program, Project Cybersecurity Subject Matter Experts (SMEs), and Engineering in the design engineering process; coordinating activities and deliverables with multiple functions and disciplines as well as with internal and external stakeholders as required. The individual is required to have a good knowledge of Bechtel and industry’s OT/ICS governance frameworks, practices, and policies. Additionally, the ideal candidate must have excellent communication skills (both oral and written), strong organizational and teamwork skills, proven problem-solving abilities, can-do attitude, and the desire to innovate designs.#LI-TN1 

Major Responsibilities:

  • Responsible for executing OT Cyber engineering work assignments concerned with specialized unique engineering requirements in a DoD NIST SP 800-37/800-53/800-82 framework.
  • Exploration of subject area, definition of scope, and may involve development of novel concepts, approaches, and solutions.
  • Interfacing, collaborating, and coordinating with other engineering disciplines, client, stakeholders, and suppliers in the design and verification of the system and facility OT cybersecurity requirements.
  • Developing key systems engineering documents with a broad knowledge of industry and regulatory standards, and design criteria pertinent to engineering and construction.  
  • Developing key design engineering documents, such as proposals, conceptual studies, designs, and reports; in the design and modification of OT and controls systems components; utilizing relevant Engineering Department Procedures (EDPs), design standards and guides, and Bechtel Standard Application Programs (BSAPs).
  • Evaluates, selects, and applies standard OT Cyber engineering methods, techniques, procedures, and criteria, using independent judgment in making adaptations and modifications.
  • Interpretation of cybersecurity requirements and implementation, evaluation, and verification of the requirements in engineered systems.
  • Supports the implementation of necessary security controls and enhancements on the control systems, as well as reviewing and evaluating cybersecurity implementation as part of a NIST RMF compliance program.
  • Coordinates OT Cyber engineering efforts in assigned areas with specialty groups, engineering disciplines, the client, vendor, contractors, construction and other functional groups.
  • Provides technical assistance to other OT Cyber personnel and interacts with project functions, the customer, and regulatory agency personnel in the resolution of complex regulatory issues and industry codes and standards.
  • Provides assistance to project and construction management in identifying and complying with project OT Cyber requirements and in addressing issues as they arise during project execution.
  • Works closely with other cybersecurity professionals to achieve a common goal.
  • Ensures a highly available and secure environment that meets the government mandated cyber security requirements in accordance with appropriate standards.

Education and Experience Requirements:

BS from a US accredited institution in Cybersecurity, Operational Technology, Information Technology, Computer Science, Mechanical, Electrical, Chemical, Control Systems or related discipline, with at least 8-10 years of relevant experience. 

Required Knowledge and Skills:

Basic Qualifications:

  • US citizenship is required per contract requirement.
  • Possess or ability to obtain and maintain an active Secret/TS security clearance. Meets Department of Defense Directive (DoDD) 8570 IA Technical/Management Level 2 Requirements, such as Security+ CE, CISSP, CGRC/CAP, CCNA (or ability to obtain within 6 months)·   
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.

Minimum Qualifications:

  • Proficiency in one or more cybersecurity program standards. (i.e., NIST SP 800-37, SP 800-53, SP 800-82; CNSSI 1253; ISA/IEC 62443; NRC RG 5.71, NEI 08-09)
  • Knowledge of industry and regulatory guides, codes, and standards.
  • Experience with cybersecurity / security controls requirements and design specification, risk-based assessment, and implementation.
  • Experience with industry standard cybersecurity solutions, configurations, and practices, to include operating systems, directory services, policy, logging/telemetry, networking/telecommunications, and vulnerability management.
  • Experience working with various vendors control system software (e.g., Schneider, ABB, Emerson, Honeywell, Siemens, Allen Bradley)
  • Experience supporting OT/ICS design engineering, startup, and operations.
  • Experience with OT/ICS systems communication protocols, architecture concepts, configurations, and standards.
  • Experience with Systems Engineering concepts and practices.
  • Necessary skills to present technical subjects with competence and confidence.
  • Excellent oral and written communication, planning, and organizational skills.
  • Ability to articulate ideas and write clear and concise reports.
  • Ability to execute work independently.
  • Ability to collaborate and maintain solid working relationships with peers internal and external to the project and the NS&E organization.
  • Communication and interpersonal skills that enables both independent and/or team approach to assigned technical work tasks.

Preferred Qualifications:

  • Proficiency with cybersecurity concepts and principles, operating systems, TCP/IP networking & security, and virtual environments.
  • Proficiency in preparing detailed OT cybersecurity specifications, data sheets, and requisitions for digital equipment derived from OT cybersecurity codes and standards.
  • Experience reviewing and preparing Building Management System (BMS) or ICS/SCADA Cybersecurity engineering products such as plan, studies, vendor documentation, requirements, technical specifications, drawings, network design, and risk-based assessments.
  • ISA/IEC 62443 Cybersecurity Expert, GISCP, CISSP, Security+ CE certification
  • Professional Engineer License
