Project Overview:

Bechtel is on the Northrop Grumman Corp. team preparing to deliver the U.S. Ground Based Strategic Deterrent (GBSD) system of inter-continental ballistic missiles and launch infrastructure.  GBSD is a vital U.S. Air Force program designed to modernize the nation’s aging force of inter-continental ballistic missiles, which make up the ground element of the nuclear deterrent.  As part of the Northrop Grumman GBSD nationwide team, Bechtel will provide launch system design, construction, and integration.

 

A major contractor for the United States and allied governments, Bechtel has handled such efforts as chemical weapons demilitarization projects, missile-defense, infrastructure, base operations, procurement and project management, and restoration and recovery spanning half a century. Job Summary:

Prepares, reviews and presents discipline estimates for specific project proposal activities. 

Major Responsibilities:

  • Conducts capital cost estimates.
  • Prepares estimate basis and assumption documentation.
  • Supports complex order of magnitude (OOM) estimates.
  • Prepares cost studies and trend estimates.
  • Participates in establishing pricing structures to be applied to quantities for estimates.
  • Identifies risk items and assigns risk levels to portions of the project work; identifies measures to mitigate risk.
  • Calculates contingency through manual calculations and/or Monte Carlo analysis.
  • Evaluates productivity and develops probable construction cost based on crew craft productivity.
  • Performs and reviews escalation calculations.
  • Takes a lead role in estimate reviews and presentations.  Interfaces with designated management personnel on specific sections of estimate presentations.
  • Performs cash flow and working capital assessments. 

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
  • US Citizenship required by contract.

Required Knowledge and Skills:

  • Advanced knowledge of EPC estimating methods, processes, and procedures. 
  • Advanced knowledge of construction methods and techniques in area of specialization and have a general understanding of other disciplines.  Familiar with engineering and construction codes and standards.
  • Thorough understanding of cost index and escalation projection sources.
  • Proficient in Microsoft software applications currently being used by Bechtel (Word, Excel, PowerPoint).  Proficient in estimating applications used for discipline estimates and knowledgeable of at least one general estimating system currently being used by Bechtel (ProPricer, EPIC, BETK, HCSS, CostWorks etc.).
  • Skilled in oral and written communications, including presentation skills and ability to address a group of supervisors.
