Project Overview:

Bechtel is on the Northrop Grumman Corp. team preparing to deliver the U.S. Ground Based Strategic Deterrent (GBSD) system of inter-continental ballistic missiles and launch infrastructure. The Sentinel project is a vital U.S. Air Force program designed to modernize the nation’s aging force of inter-continental ballistic missiles, which make up the ground element of the nuclear deterrent. As part of the Northrop Grumman and Sentinel nationwide team, Bechtel will provide launch system design, construction, and integration.

 

A major contractor for the United States and allied governments, Bechtel has handled such efforts as chemical weapons demilitarization projects, missile-defense, infrastructure, base operations, procurement and project management, and restoration and recovery spanning half a century. Work Location:

Ogden, Weber County, UT.  

 

Candidate must possess active security clearance or ability to obtain security clearance. Unescorted access required. Candidate must successfully clear National Agency Check (NAC). All employees are subject to and agree to random drug and alcohol testing as a condition of employment.  Must be able to work safely at a construction site. Based on project goals and objectives, candidates established within our local community are desirable.

 

Position Summary:

This position is for a Quality Engineering Lead who will support the Sentinel engineering team in a supervisory role to ensure overall quality deliverables associated with the project. This position completes Quality Engineering (QE) deliverables and provides leadership for a team of QEs. QE deliverables include QE checklists, audits, assessments, and line surveillances across engineering deliverables. QE deliverables are aimed at ensuring procedure compliance across the Engineering organization.

 

The QE Lead is responsible for creating a periodic Engineering Quality presentations to the engineering team with programmatic updates within:

  • Project and quality initiatives.
  • Engineering program updates.
  • Engineering procedure alignments and updates.
  • Quality Engineering checklist metrics/results.
  • Sentinel Engineering assessment results.
  • Condition Report (and other quality metrics).

 

This role represents Sentinel Engineering in internal/external audits by identifying, organizing, scheduling, and reporting progress on Sentinel Engineering assessments.The successful candidate must have strong communication, organizational and teamwork skills, ability to work independently, good attention to detail, proven problem-solving abilities and a can-do attitude. The successful candidate will interface with technical personnel (e.g., engineers, designers), Project Management, Project Quality, and potentially the customer. The successful candidate will report to the Project Engineering Manager. The successful candidate will be required to be familiar with relevant Bechtel Engineering Department Procedures (EDPs), Engineering Department Procedure Instructions (EDPIs), design standards and guides, and Bechtel Standard Application Programs (BSAPs).

 

Responsibilities:

The Quality Engineering Lead's responsibilities may include, but are not limited to:

  • Leadership to the quality engineering group including Engineering audit assessment planning, scheduling, progress reporting, and QE checklist process improvements.
  • Direct, coordinate, and supervise daily quality engineering activities for quality engineers assigned to the project’s Engineering team.
  • Provide leadership for issue resolution between QEs and procedure subject matters experts, engineering group supervisors, and engineers.
  • Prepare, and present project engineering quality reports and metrics to project engineering team, NS&E Functional Management, and customer.
  • Participate in and support internal and external project quality surveillances and audits.
  • Review multiple engineering discipline deliverables to ensure cohesiveness, coordination, and overall quality products.
  • Review and translate simple to complex technical documents with objective of producing procedures, instructions, and training material.
  • Develop and/or update project engineering procedures and/or instructions to ensure alignment with Bechtel NS&E and corporate procedures, contract requirements and applicable codes and standards.
  • Coordinate project engineering procedure and instruction revisions with engineering project management, NS&E Functional Management, and other project functions/departments.
  • Interface with Engineering, and other project functions/departments to answer ad hoc procedural, guide, instruction, and quality questions.
  • Research conditions identified as Conditions Adverse to Quality (CAQ).
  • Determine causal factors for CAQs.
  • Process Condition Reports and associated actions within the Closed Loop Corrective Action (CLCA) automated tool (DevonWay).
  • Coordinate Closed Loop Corrective Action (CLCA) program project initiatives.
  • Promote Condition Reporting and Lessons Learned Programs.
  • Communicate quality issues to the engineering team in the form of positive feedback and lessons learned.
  • Perform management assessments on identified project issues and concerns.
  • Assist with project process improvement and project initiatives.

Some travel to construction sites, remote execution offices, and supplier facilities may be required.

 

Qualifications and Skills:

Basic Qualifications:

  • Bachelor’s degree from an accredited university or college with 9+ years of progressive related experience.
  • 5 years of prior Bechtel experience.

 

Minimum Qualifications:

  • Must be able to complete and pass a pre-employment drug screen, physical (for travel to the construction sites), and background check which includes verification of employment and education.
  • Must possess active security clearance or ability to obtain security clearance. 
  • United States citizenship is required.

 

Preferred Qualifications:

  • Experience in Quality Engineering.
  • Experience with U.S. government contracts.
  • Supervisory experience.
  • Experience with quality assurance programs.
  • Experience interfacing with engineering or other technical personnel.
  • Experience creating presentations and presenting complex topics remotely and in person.
  • Experience developing and deploying metrics to change behaviors.
  • Experience completing process improvements and lessons learned initiatives.
  • Experience developing and deploying training.
  • Experience completing and supporting surveillances/audits.
  • Experience interfacing with customer and quality assurance.
  • Experience with Closed Loop Corrective Action Program tools (e.g., DevonWay).
  • Technical writing and/or editing experience.
  • Technical and/or engineering work processes and techniques knowledge.
  • Knowledge of Codes and Standards pertinent to engineering.
