Project Overview

Bechtel is the Engineering, Procurement, and Construction (EPC) partner on the Northrop Grumman team to deliver the Sentinel Program, which is modernizing the ground-based leg of the U.S. nuclear deterrent triad, including intercontinental ballistic missile (ICBM) systems and launch infrastructure. Bechtel’s scope of service in Sentinel’s current Engineering & Manufacturing Development phase focuses on the ground infrastructure component of the program.

 

A major contractor for the United States and allied governments, Bechtel has handled such efforts as chemical weapons demilitarization projects, missile-defense, infrastructure, base operations, procurement and project management, and restoration and recovery spanning half a century. Position Summary

This position will be responsible for detecting, deterring, and mitigating any potential threat to U.S. Government, Customer, or Bechtel people, property or information and will help shape the threat landscape for the Sentinel Bechtel team as they design and implement the construction activities in the missile fields.

 

The candidate selected for this position will have the requisite skills and experience in Intelligence Analysis, Counterintelligence, Insider Threat, and Investigation Management. This position will assist the Project Security Manager by working with government security stakeholders for developing intelligence trend analysis and ensuring Bechtel embeds a comprehensive security architecture into the construction planning. This will include researching and advising of potential threats in all Sentinel Bechtel areas of operation, while implementing trade craft risks assessments within the counterintelligence and insider threat environment.

 

Additionally, this position will focus on the security and risk management of external suppliers, vendors, logistics and transportation. Its goal is to identify, analyze and mitigate the risks inherent in working with other organizations as part of a comprehensive supply chain. This position will also work closely with Bechtel Cybersecurity, Ethics & Compliance and Legal in performing investigations, while also conducting surveys and security assessments of procedures, policies, processes, and programs. 

 

Responsibilities

  • Conduct comprehensive assessments of insider threat risks, including evaluating employee behaviors, access privileges, and system vulnerabilities. 
  • Analyze data from various sources to detect anomalous activities and potential indicators of insider threats.
  • Collaborate with IS&T teams to enhance monitoring capabilities and develop effective detection mechanisms.
  • Provide recommendations for improving security protocols and implementing best security practices to mitigate insider threats.
  • Develop and deliver training programs to educate employees on recognizing and reporting insider threat incidents.
  • Lead insider threat incident response for Sentinel Bechtel team, including investigating insider threat incidents and coordinating remediation efforts.
  • Participate in NS&E Insider Threat Working Group meetings and provide expertise and intelligence information as directed by NS&E Government Security Services Manager.
  • Stay updated on industry trends, emerging threats, and regulator requirements related to insider threat management.
  • Liaise with local, state and federal law enforcement and intelligence agencies relative to intelligence or insider threat concerns impacting the Sentinel program. 
  • Conducts Government contract investigations. 

 

Qualifications and Skills

Basic Qualifications

  • BA/BS degree with 7 years related experience or 12 years of related experience in lieu of degree.
  • Ability to obtain a TS/SCI security clearance.
  • U.S. Citizenship required.

 

Minimum Qualifications

  • Proficiency in data analysis tools and techniques with a strong understanding of investigation management.
  • Knowledge of insider threat frameworks, methodologies, and mitigation strategies.

 

Preferred Qualifications

  • Current/active TS/SCI security clearance w/ CI Polygraph.
  • Credentialed from a recognized Counterintelligence training school or certification in Insider Threat Analysis, Management, or Investigations.  
  • Experience with analytical problem solving and familiarity conducting investigations and operations relating to counterintelligence or counterespionage.
  • Working knowledge of DOD/USG intelligence regulations and executive policies.
  • Possess superior writing and briefing skills and publish finished analysis.
  • Strong ability to conduct liaison with DOD/intelligence/law enforcement communities.
  • Counterintelligence Military experience.
  • Experience conducting Government contract investigations. Ideal candidate will have experience and familiarity with The Federal Acquisition Regulation, inspector generals, contracting officers, and the Mandatory Disclosure Rule).
