Project Overview:
Bechtel is on the Northrop Grumman Corp. team preparing to deliver the Sentinel (GBSD) system of inter-continental ballistic missiles and launch infrastructure. Sentinel is a vital U.S. Air Force program designed to modernize the nation’s aging force of inter-continental ballistic missiles, which make up the ground element of the nuclear deterrent. As part of the Northrop Grumman GBSD nationwide team, Bechtel will provide launch system design, construction, and integration.
A major contractor for the United States and allied governments, Bechtel has handled such efforts as chemical weapons demilitarization projects, missile-defense, infrastructure, base operations, procurement and project management, and restoration and recovery spanning half a century. Job Summary:
Responsible for integration of environmental issues and requirements into proposals, planning documents, permit applications, design specifications and criteria, construction plans and schedules, bid specifications, and subcontract packages for Bechtel projects. Has technical responsibility for interpreting complex requirements, evaluating and applying appropriate scientific/environmental engineering principles, and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with environmental requirements. Provides technical assistance to other ES&H personnel assigned to the project and other project functions. #LI-EH1
Major Responsibilities:
Level 1
- Supervises a component of an environmental program inclusive of technical and administrative aspects.
- Supervises assigned environmental personnel and provides guidance on their work activities.
- Provides technical support within ESH teams and to Engineering, Construction, Commissioning and Startup, Operations, Legal, Contracts, Procurement, Management, and other functions regarding ESH program execution.
- Confirms that environmental requirements are integrated in planning documents, design criteria, construction and commissioning plans, schedules, and subcontract documents.
- Prepares, or helps prepare, Environmental Management Plans and associated environmental plans, and awareness and training programs, in compliance with Bechtel standards, the ESH Management System, and contract and regulatory requirements.
- Emphasizes and uses risk assessment, data analysis, and Bechtel’s ESH Management System to help track and achieve continual improvement.
- Prepares technical and regulatory reports, reviews and performs environmental assessments and studies, researches issues to support ESH program execution, and evaluates data and performance trends.
- Participates in ESH emergency response planning and confirms investigation and resolution of environmental incidents.
- Conducts inspections, monitoring, and sampling to assess compliance with contractual commitments, laws and regulations, environmental permits, and Bechtel requirements.
- Identifies and oversees preparation and submittal of environmental permit applications, reviews and negotiates permit conditions with regulatory agencies, tracks permit compliance and closeout, and guides implementation of project-specific mitigation plans.
Level 2
- Supervises an environmental services program, or a major component of it, inclusive of technical and administrative aspects.
- Ensures that environmental requirements are integrated within bid proposals, planning documents, design criteria, construction and commissioning plans, schedules, and subcontract documents.
Education and Experience Requirements:
Level 1
- Requires a Bachelor’s degree (or international equivalent) related to environmental sciences, field biology, or natural resources and 8 -10 years of relevant experience or 12-14 years of relevant work experience
- Able to travel to construction sites, don Personal Protective Equipment, work at heights with fall protection harness, climb and descend vertical ladders of up to 25 feet, walk on uneven ground, stand for long periods of time
- Prior practical work experience in office settings (e.g., managing environmental programs, budgets and staff) and field environments (e.g., construction execution and/or operating facilities) performing the responsibilities listed above
- Previous experience with USEPA, state and local permitting processes, NEPA, FERC, USACE, OSHA, Coast Guard, or other permitting entities
- Possess active security clearance or ability to obtain security clearance
Level 2
- Requires a Bachelor’s degree (or international equivalent) related to environmental sciences, field biology, or natural resources and 10-13 years of relevant experience or 14-17 years of relevant work experience
- Able to travel to construction sites, don Personal Protective Equipment, work at heights with fall protection harness, climb and descend vertical ladders of up to 25 feet, walk on uneven ground, stand for long periods of time
- Prior practical work experience in office settings (e.g., managing environmental programs, budgets and staff) and field environments (e.g., construction execution and/or operating facilities) performing the responsibilities listed above
- Previous experience with USEPA, state and local permitting processes, NEPA, FERC, USACE, OSHA, Coast Guard, or other permitting entities
- Possess active security clearance or ability to obtain security clearance
Preferred:
- Knowledge of Bechtel’s organization structure, functions, computer applications and administrative procedures
- Previous experience on a Department of Defense, Department of Energy, military or other USA federal project
- Experience with asbestos, lead paint, PCB, buried tanks, and other hazardous materials abatement practices and regulatory requirements
- Experience on linear development projects such as road, railroad, pipeline, or communication cable installation
- Experience with USACE EM385-1.1
Required Knowledge, Skills, and Abilities:
- Advanced knowledge in a field of science, environmental engineering, environmental compliance or related discipline
- Knowledge of environmental sciences/engineering systems, principles, and methodologies
- Knowledge of USA national environmental laws/regulations and regulatory/resource agencies’ permitting processes and responsibilities, industry standards for environmental compliance, and best management practices for minimizing potential environmental impacts during project execution
- Knowledge of engineering and construction systems, methods, and work processes
- Knowledge of construction planning, estimating, procedures, and execution
- Experience in managing and/or providing technical oversight of environmental subcontractors or consultants
- Experience in environmental monitoring and compliance inspection during construction
- Knowledge of hazardous materials and waste management, erosion and sediment control methods, and restoration techniques
- Basic knowledge of industrial hygiene principals specifically associated with hazardous materials and the management and handling thereof
