Position Summary:

This position is for a Civil Right of Way Engineer to be a senior member of a team of Outside Utility Engineers who will support design development of a telecommunications utility by preparing studies, drawings, calculations, specifications, field work, and evaluations, in accordance with applicable procedures, codes, standards, and contract requirements. This position will work with other civil engineers and other technical disciplines in a team environment.

 

Responsibilities:

This role is to perform design activities for the Bechtel work products. The successful candidate must have strong organizational and teamwork skills, proven problem-solving abilities, can-do attitude, and the desire to innovate designs. This role will specifically support the USAF Ground Based Strategic Deterrent (GBSD) program Engineering and Manufacturing Development (EMD) phase.

This position scope will be responsible for executing assignments concerned with specialized unique engineering requirements in a global business unit. This involves exploration of subject area, definition of scope, and may involve development of novel concepts, approaches, and solutions.

The ideal candidate will have experience in executing telecommunications utility installations or outside plant engineering design development and producing design documents for government customers in accordance with Unified Facilities Criteria and the Whole Building Design Guide, including drawings, UFGS specifications, and calculations. In addition, it will be required that the candidate have excellent communication skills (both verbal and written).

 

This role will be responsible for:

  • Development of fielding design drawings for a telecommunications utility along a right of way
  • Development of grading and backfill design and drawings
  • Formal calculations and drawings
  • Development of subcontractor scopes of work for execution of construction work implementing design documents.
  • Review vendor information from subcontractors
  • Execute to schedule requirement while maintaining a high degree of quality in work product
  • Coordinate closely with other technical disciplines in planning and executing work as an integrated team, such as geotechnical engineering and GIS.
  • Performs discipline work per processes and assures technical adequacy in accordance with company procedures, contract, and industry codes and standards. 
  • Demonstrate ownership of assigned actions to self and group and shows initiative in problem solving.
  • Accountable for error-free deliverables.
  • Execute field walkdowns of sites and field conditions.

 

Qualifications and Skills:

Basic Qualifications:

  • Grade 26: BS degree in Civil Engineering (or related discipline), from an accredited university, with at least 9 years of relevant experience.
  • Registered Professional Engineer (P.E.) in the United States
  • US citizenship is required per contract requirement.
  • Possess active security clearance or ability to obtain security clearance 

Minimum Qualifications:

  • Registered Professional Engineer in USA (Civil, Structural, or related discipline).
  • Utility civil engineering or outside plant engineering (OSP) experience
  • Right of Way, easements, and permits experience for telecommunications
  • Broad knowledge of the application of Civil engineering design principles.
  • Excellent communication skills (both verbal and written).
  • Must be knowledgeable on industry /regulatory codes and standards.
  • Knowledge of related construction practices and the economics involved.
  • Excellent listening, oral and written communication, planning and organizational skills.
  • Experience with Microsoft office programs, and other common computer programs

 Preferred Qualifications:

  • Experience in complex excavation approaches and construction execution, field experience is preferred.
  • Familiarity with horizontal directional drilling and jack & bore drilling methods
  • Field experience with installation of fiber optic cable means and methods
  • Experience developing scopes of work for telecommunication system utility installations
  • Prior experience working with government agencies, preferably the Department of Defense
  • Experience with use or knowledge of Revit and/or InRoads
  • Intermediate knowledge of developing CSI Masterformat specifications, or SpecsIntact
  • MS degree in Civil or related Engineering, from an accredited university.
  • Construction field experience
