Project Overview

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF is a multi-year, multi- billion dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The UPF project has multiple work schedules that are subject to change and may require employees to work overtime, weekends and/or night shift when a business need arises.

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Position Summary

 

The Survey Party Chief reports directly to the Project Lead Surveyor. Responsibilities include, but are not limited to, the following:

 

Responsibilities

·         Provide technical direction to direct-hire survey crews

·         Provide support to both Field Engineering and Field Supervision

·         Support the survey team’s implementation of the project safety, quality and environmental programs

·         Responsible for the accurate layout of construction work, recordation of field data according to job specifications and appropriate methods of performing survey activities

·         Perform duties of a Party Chief on a 2 or 3 person direct-hire survey crew

·         Utilize survey instruments in accordance with Bechtel survey procedures

·         Develop and maintain survey data

·         Perform Calibration Baseline checks of survey instruments

·         Support the administration of the survey work request program

·         Perform and/or check survey computations as required in the performance of duties

·         Provide Civil project completion documentation including "As-Built" records

·         Perform verifications of subcontract survey work

·         Support updating and maintaining the as-built model

·         Provide GPR support for locating embedded commodities i.e. rebar conduit, etc.

·         Provide support to the project’s laser scanning and metrology operations

·         Responsible for the training of subordinates

·         Work under time constraints and must be adaptable to changing conditions

·         Able to work extended work schedules and night shift as required

·         Must have work authorization and right to remain in the United States of America

 

Qualifications and Skills

Basic Qualifications

·         Must be a US Citizen

·         Must be able to complete a pre-employment drug screen and background check, including verification of employment, education and travel

·         Level I: B.S. Degree in Engineering or similar from an accredited program and 1 years of experience or 7 years related experience in lieu of degree

·         Level II: B.S. Degree in Engineering or similar from an accredited program and 3 years of experience or 9 years related experience in lieu of degree

·         Must be physically capable to conduct field inspections and participate in project walk-downs requiring the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in very small and/or confined spaces, and lifting up to 60 lbs.

 

Additional Qualifications

·         Demonstrated experience with Robotic Total Stations, Digital Levels and GNSS survey systems

·         Advanced knowledge of data downloading

·        Intermediate level use of Microsoft Word and Excel

 

Preferred Qualifications

·         College Degree in Surveying or related Engineering discipline

·         Experience with Survey CAD software; ability to prepare survey CAD drawings as required in the performance of duties, including generation of Digital Terrain Models (DTM) and volumes computations

·         Recent experience as Party Chief on a Bechtel construction project

·         Recent experience as Party Chief on an NS&E GBU project

·         Three (3) years of industrial party chief experience

·         3D Laser Scanning and Metrology hardware and software experience a plus

 

Additional Information

Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.)
