Project Description:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.


The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00am-3:30 pm.


Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.


Role Overview:

Electrical Controls and Systems engineering activities will include as a minimum the use of SETROUTE, BlockDraw, ETAP, PLS-CADD/POLE and equipment procurement. Individual must have understanding of all engineering discipline drawings and electrical discipline wiring diagrams, control logic diagrams, switchyard design, system descriptions, system calculations, 1-line and 3-line drawings, schematics, and be able to size equipment and independently perform Load Flow, Voltage Drop, Short Circuit, Diesel Generator sizing, Protection, Coordination, Relay Setting, Cable sizing calculations, Arc Flash Analysis using ETAP and Feeder Sag, Tension modeling and analysis using the PLS-CADD and PLS-POLE software. Independently produce higher-tier drawings and documentation in accordance with established final design and scope. Support the EGS through preparation of discipline specific deliverables, and performance of special tasks.


Principle responsibilities include, but are not limited to :

  • Evaluates, selects, and applies standard engineering methods, techniques, procedures and criteria, using independent judgment with oversight from more senior engineers/EGS.
  • Performs electrical engineering design, including the development of single line diagrams, panel schedules, schematics, connection diagrams, load lists, etc. 
  • Develops material requisitions, specifications and QLD/TECAM for non-standard equipment and bills of material for off-the-shelf equipment and components.
  • Properly interprets and applies codes, regulations & standards and customer design requirements, for the preparation of electrical design documents, specifications, material requisitions and system descriptions related to design tasks.
  • Conducts document and design checking as required and interface with Construction, Start-up, Switchyard and Subcontractors.
  • Demonstrates leadership qualities with emphasis on continuous improvement and team building, and interpersonal communication skills.  Must be able to effectively communicate, and work well with others, other disciplines and within a team.
  • Assists in preparation of forecasts, quantity take-offs and change orders

Basic Qualifications:

  • BS degree in Electrical engineering from an accredited institution with 9 years of relevant experience.
  • Must be a U.S. citizen
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy Q Clearance
  • PE License & Certification for support of Design and Construction activities


Minimum Qualifications:

  • Must have strong understating of engineering discipline drawings, switchyard design and system calculations.
  • Hands-on Microsoft office programs and other computer programs
  • Familiar with the application of NEC code and ANSI/IEEE Standards
  • Familiar with electrical systems, schematics and electrical equipment layouts
  • Hands-on experience using industry wide electrical design/drafting tools, such as ETAP, PLS-CADD, PLS-POLE, cable design and routing software, 2D MicroStation CADD skills.
  • Familiar with design of nuclear facilities
  • Excellent oral & written communications skills


Preferred Qualifications:

  • MS degree in Electrical engineering from an accredited institution with 7 years of relevant experience.
  • Hands-on experience with the electronic Cable Management System, such as the SETROUTE program, and be able to input and complete corrections in the data base
  • Skilled in the use of ETAP, PLS-CADD/POLE and the use of Microsoft Excel, Word, Outlook, Access and PowerPoint
  • Skilled in the use of Project Controls tools including Primavera (P6) and EPPR database
  • Previous Bechtel and/or DOD or DOE project experience
