Project Overview

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF is a multi-year, multi-billion dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The UPF project currently works on a 4X10 work week schedule. Start times are flexible but the standard work week is: Monday - Thursday from 6:00 am to 4:30 pm.

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Position Summary

Performs schedule development, maintenance, monitoring, impact identification, and recovery plan development activities. Work with a team of Project Controls Engineers / Schedulers supporting an Integrated Project Team for the E-P-C execution of a sub-project. Identifies, analyzes, and provides innovative solutions to planning/scheduling problems. Supports project organizational and administrative activities when delegated. Ensures work is completed as scheduled. Identifies schedule-associated cost trends for management attention.

 

Responsibilities

  • Prepares project control plans and detailed staffing utilization plans.
  • Works cost and schedule development, maintenance, and reporting.
  • Participates in planning meeting to status the P6 schedule.
  • Performs the collection, verification, and integration of work scope. Reviews the representation of Engineering, Procurement and Construction (EPC) scope in schedules.
  • Reviews the performing organization’s and unit’s work logic and determines adequacy of schedules in support of overall project schedule.
  • Performs project schedule analysis and studies of problem areas to determine criticality of schedule activities. Recommends alternatives for schedule improvement to a project team for discussion and/or decision.
  • Updates schedule progress and conducts analysis using the Earned Value Management Systems Reports (EVMS).
  • Perform Earned Value and Staffing Analysis at the Work Package and P6 activity level.
  • Support trends and baseline change proposals on a weekly/monthly basis.
  • Coordinate with team members to support EVMS eCAM notebook Quantifiable Backup Data (QBD) requirements.
  • Evaluates quantities and schedule logic. Prepares schedule and quantity progress and performance reports.
  • Ascertains that the correct scope of work is reflected on all schedules.
  • Integrates inter-discipline schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties. Works with the performing organizations and units to coordinate work sequences with total project plan.
  • Establishes and implements methods for determining activity durations.
  • Develops quantity release and installation curves. Reviews and evaluates quantity records to ensure total quantities are represented for all disciplines or specialties. Develops required job hour expenditures. Assists in determining leveling decisions. Performs quantity and manpower resource loading for assigned schedules.
  • Determines inter-discipline constraints or interfaces that define activity sequences. Works with performing organizations and units to coordinate work sequences with the total project plan. 
  • Reviews schedule data, and identifies and acquires information needed to complete work logic including interfaces between functions.
  • Determines critical-path activities and identifies significant activities supporting inter-discipline requirements.
  • Assists with EVMS compliance to ANSI 748.
  • Monitors schedule deviation for all functions including subcontractor submittals, and recommends corrective action/workaround solutions for project considerations.
  • Develops and writes the schedule commentary that appears in the monthly progress and similar reports.

 

Qualifications and Skills

Basic Qualifications

  • Bachelor's degree from an accredited university and at least 6 years of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 12 years of professional experience.
  • Must be a US citizen.

 

Minimum Qualifications

  • Flexibility to respond to urgent project requests and/or changing proprieties.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment, education and travel.
  • Must be able to obtain site security badge for access to work site.

 

Preferred Qualifications 

  • Ability to work independently and as part of team to meet project requirements.
  • Proficiency in using PC operating systems and several basic software applications.
  • Skilled in oral and written communication.
