Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00 am to 3:30 pm.

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Role Overview:

Supports startup project controls team in reporting to senior management and various internal/external stakeholders on progress and performance for the project. Position will support team in creating, planning and facilitating review and approval of startup cost and schedule reporting. Standard cost engineering tasks such as supporting CAM with Non-manual, Craft, Material, and Sub-contract Cost Control, conducting charging compliance reviews, setting up and maintaining cost breakdown structure and charge code information, reviewing invoices for appropriate structure and invoicing information, conducting rate and utilization analysis of cost variances, collaborating with the Start-up Supervisor and Planners to develop integrated cost and schedule plans for accomplishing the scope.

 

Principle Responsibilities include but not limited to:

  • Provides comments and recommendations for startup cost engineering requirements relative to project controls.
  • Reviews or assists in reviewing proposal provisions related to startup cost engineering and material control, and develops supporting data for contract negotiations.
  • Identifies and supports cost trend program.
  • Interfaces with designated Bechtel management and client counterparts for startup cost presentations.
  • Prepares and presents cost engineering information to management/client.
  • Participates in developing and presenting training classes on designated subjects and on-the-job training for specific processes and practices.
  • Reviews and analyzes comparisons of scope, quantities, and cost data.
  • Creates and implements measurement systems for established processes, analyzes performance metric results, and identifies improvements. Ability to use statistical tools to analyze metrics (e.g., regression, analysis of variance, correlation), and ability to analyze measurement systems to identify bias, repeatability, and stability issues.
  • Supports development of Project Controls standards and procedures. Supervises and supports the compilation of historical data.
  • Supervises the timely and competent preparation of startup cost estimates. Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk.
  • Assists in developing unit job hour and pricing data for a specific discipline or other specialty, including estimating parameters, factors indices, productivity and craft distribution reference data, etc., based on analysis of Bechtel and industry experience. Performs data analysis, identifies problems, and makes recommendations.
  • Reviews labor estimates for reasonableness.
  • Defines project needs for startup cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures. Prepares cost trend estimates in support of project cost trend programs.
  • Supervises cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency.
  • Provides development and integration of individual schedules into the project plan. Reviews the performing organizations work logic and determines whether the schedule adequately supports the overall project schedule. Plans, organizes and performs schedule resource loading and leveling.

 

Basic Qualifications:

  • Level 1: Bachelor’s degree from an accredited university and at least 9 years of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 15 years of professional experience.
  • Level 2: Bachelor’s degree from an accredited university and at least 13 years of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 19 years of professional experience.
  • This role requires a facility-specific clearance that requires U.S. Citizenship to obtain.  
  • Must be able to complete and pass a pre-employment drug screen and background check that includes verification of employment, education and travel.
  • Must be able to obtain site security badge for access to work site.

 

Minimum Qualifications: 

  • Experience in cost engineering functions, including cost control, financial reporting systems, and cost analysis, in the field and the home office.
  • Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating products with minimal supervision using a high level of professional judgment and knowledge.
  • Skilled in oral and written communication.
  • Knowledge of engineering, procurement, construction and startup management customarily acquired over time through specialized instruction or practical experience.
  • Experience in Project Controls with advanced level understanding of Project Controls general technical skills and tools.

 

Preferred Qualifications:  

  • Project Controls Bechtel Certification preferred.
  • Knowledge of CoCo, BPS, and QURR.
  • Experience with change management such as baseline change proposals and trending.
  • Experience with Earned Value Management Systems compliant to ANSI 748.
  • Flexibility to respond to urgent project requests and/or changing priorities.
  • Experience in multiple Project Controls roles and disciplines or other functions. 
  • Advanced level knowledge and work experience with ANSI 748 compliant Earned Value Management System on a DOE project.
