Senior Industrial Hygiene Specialist/Engineer I, UPF

Project Overview:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF will be will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The UPF ES&H function works on a 5X8s schedule and could include overtime with prior approval from supervisor. You may be asked to work an alternate schedule of nights and/or weekends as deemed necessary.

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Responsibilities:

  • To provide support to the UPF Project ES&H Manager in implementing the Project ES&H Execution Plan during field construction activities.
  • To monitor compliance with Project ES&H Execution Plan IH requirements including contractual commitments, laws, and regulations.
  • Provide IH technical support and assistance directly to construction and functional supervision in planning and executing Industrial Hygiene field activities in accordance with Project ES&H requirements.
  • Assists project in drafting, writing, revising, reviewing project IH core process procedures, IH work plans, IH subcontract language, ES&H execution Plan, Job Hazard Analysis (JHA), and/or other Work Process Documents as assigned.
  • Conducts Industrial Hygiene field assessments/inspections/over sight for project direct hire and subcontract construction activities.
  • Manage Project Respirator and Ergonomic Program.
  • Plan, coordinate, implement, perform, and communicate IH air monitoring activities on project.
  • Organize, procure, and manage an IH instrumentation program for the project, as needed.
  • Participates/interface in meetings with customers (CNS & DOE NNSA), project team members and subcontractors to advise them of Project Industrial Hygiene requirements that may affect project design, schedule, cost and/or execution.
  • Participates in subcontractor development and award meetings with project team members and subcontractors, as assigned.
  • Provide input on subcontractor proposal development and bid decisions with respect to integration and compliance with ES&H requirements.
  • Assist the Project with Subcontractor ES&H oversight and subcontractor submittal reviews.
  • Assist Project with development and facilitation ES&H Training, as assigned.

 

Qualifications and Skills

Basic Qualifications:

  • Level One: Related Bachelor of Science degree in the sciences (e.g., biology, chemistry, physics, public health) or Safety and Health Management and six (6) years of related professional experience or in lieu of a degree 12 years of related experience.
  • Level Two: Related Bachelor of Science degree in the sciences (e.g., biology, chemistry, physics, public health) or Safety and Health Management and nine (9) years of related professional experience or in lieu of a degree 15 years of related experience.
  • Must be a US Citizen
  • Must be able to complete a pre-employment drug screen and background check, including verification of employment, education and travel

 

Minimum Qualifications:

  • Skilled in oral and written communications.
  • Successful applicant will be able to qualify for a security clearance to work on the project site.
  • Experience performing ES&H duties for Department of Energy Construction Projects.

 

Preferred Qualifications:

  • Certified Industrial Hygienist
  • Knowledgeable of Bechtel ES&H programs, principles and methodologies.
  • Performed IH oversite activities on DOE Construction project(s).
  • Experience in performing Safety and Health oversight for direct hire craft and/ or subcontractor personnel.
  • Experience in performing IH assessments/inspections during construction activities.
  • Ability to assist with ES&H training (I.e., site orientation training, weekly safety meetings, IH, etc.…).
  • Work experience in office settings and field locations performing the responsibilities listed above.
  • Skilled in oral and written communications.
  • Successful applicant will be able to qualify for a security clearance to work on the project site.
  • Experience performing ES&H duties for Department of Energy Construction Projects.
  • Knowledge of Bechtel’s organization structure, functions, and administrative procedures.
  • Knowledge of Bechtel’s standard computer applications.
  • B- Certified as a Bechtel ES&H professional. Successful candidate will work towards continued certification.
