Project Description:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National

Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible but the standard workweek is: Monday - Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00 am to 3:30 pm.

 

Eligibility for this position requires US citizenship; the successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject to and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Role Overview:

Working with the Engineering and Procurement Supervisor and the Area PC Supervisors responsible for schedule development, maintenance, monitoring, and recovery plan development activities. Responsible for scheduling engineering and procurement discipline activities for a major facility, forecasting, identification of trends, variance analysis, and planning other various activities at the request of the facility lead. Demonstrated skill in identifying, analyzing, and providing innovative solutions to planning and scheduling problems.

 

Principle responsibilities include but are not limited to:

  • Provides comments and recommendations for planning and scheduling requirements relative to staffing and project control.
  • Interfaces with designated Bechtel management and client counterparts for specific planning and scheduling tasks.
  • Collect, verify and integrate work scope for various engineering and procurement disciplines into the total facility and project plan. Reviews the representation of project scope in schedules. Prepares and analyzes comparisons of scope, quantities, and cost data between the projects. Performs productivity analysis of engineering operations and procurement activities and verifies results.
  • Reviews project work activities to ensure the support of project milestones. Coordinates the timely, systematic, and complete acquisition of scope definition and related data.
  • Provides development and integration of individual schedules into the total project plan. Reviews the performing organization’s and unit’s work logics, and determines whether the schedules adequately support the overall project schedule. Plans, coordinates, establishes the level of quantification appropriate to the objectives of the effort and to the level of scope definition for each discipline or specialty, and designates reference job(s) for source data and/or reconciliations of quantities. Reviews completeness and reasonableness of quantities.
  • Reviews and evaluates schedule duration for all disciplines activities related to the support of project milestones. Supervise/direct the calculation of durations and other considerations affecting activity durations.
  • May participate in discussions with vendors and/or subcontractors.
  • Plan, organize and perform schedule resource loading and leveling. Integrates appropriate staffing requirements for each discipline/specialty relative to the overall project needs. Determines quantity and staffing levels in support of the project needs and schedule philosophy.
  • Responsible for total integration of schedule activities. Identifies schedule considerations and problems resulting from interdiscipline or group restraints and interfaces.
  • Supports the development of scheduling standards and procedures. Compiles, summarizes, updates, and maintains historical schedule data for her/his facility. Monitors and reports critical-path and schedule performance of the total project.
  • Establish Level 2, 3, and 4 engineering and procurement schedules, monitor and provide updates.

 

Basic Qualifications:

  • Level 1: Must possess at least a BS/BA degree from an accredited university with at least 6 years of professional experience or, in lieu of a degree, must have a high school diploma or equivalent and at least 12 years of  professional experience.
  • Level 2: Must possess at least a BS/BA degree from an accredited university with at least 9 years of professional experience or, in lieu of a degree, must have a high school diploma or equivalent and at least 15 years of professional experience.
  • Must be a U.S. citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.
  • Must be able to obtain a site security badge for access to the worksite.

 

Minimum Qualifications:

  • Skilled in oral and written communication.
  • Knowledge in the use of computers for executing work processes.
  • Knowledge of engineering and procurement practices.
  • Proficiency in using several basic software applications such as Excel, Word and PowerPoint.
  • Proficiency and use of P6 (good to expert knowledge).
  • Planning experience on EPC project.

 

Preferred Qualifications:

  • Knowledge of EVMS is preferred.
  • Experience in DOE or DOD projects in which EVMS is utilized.
