Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.


UPF will be will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provided enriched uranium capabilities well into the future.


The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00am-3:30 pm.


Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment.  Must be able to obtain a security clearance, as applicable


Role Overview:

Develops, integrates and implements aspects of project-related Safety, and Health (S&H) (including medical and industrial hygiene), processes, plans, procedures, systems, methods and policies critical to the success of S&H.  Ensures that complex requirements are properly interpreted by evaluating and applying appropriate S&H principles and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with S&H requirements applicable to the project.  Provides technical assistance and supervisory direction to other safety and/or health project personnel.  Reports to the Project ESH Manager.


Principal Responsibilities:

  • Provides technical support to project risk assessments.
  • Informs direct reports of ES&H requirements and ensures they are incorporated into processes and procedures by subcontracts, engineering, and construction personnel.
  • Develops and supervises the implementation of the ES&H plan for project in accordance with established polices, systems, processes, procedures and methods, client and/or country requirements and regulations.
  • Supervises and/or performs daily monitoring of work practices of Bechtel and other contractors/ subcontractors.
  • Participates in meetings with customers, project team members, and contractors/subcontractors to advise of project-specific mitigation plans, ES&H training program, and technical reports.
  • Stops/pauses work in dangerous situations or conditions having imminent adverse ES&H impact.  Stipulates acceptable work practices that are to be implemented before the work can be resumed. 
  • Supervises and conducts project accident investigations; documents factors contributing to an incident and prepares required reports.
  • Coordinates inspection tours of regulatory compliance officers who are auditing the project/facility for compliance with government ES&H requirements.  Accompanies the compliance officer(s) during the audit; ensures that all inspection reports are prepared and retained for legal defense should litigation result.
  • Develops cross-training for personnel in professional or discipline-specific skills, techniques, and procedures.
  • Interprets applicable S&H standards and supervises their integration into project processes and procedures. 
  • Executes other S&H duties as assigned by Project ESH Manager.
  • Coordinate daily with peers-(e.g.,  Environmental Manager,  ES&H Services Lead, Site Superintendent,etc.)


Basic Qualifications:

  • Related Bachelors degree and at least 13 years of related professional progressive experience.
  • In lieu of formal degree, at least 19 years' related professional progressive experience.
  • Must be a US Citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
  • Must be able to obtain site security badge for access to work site
  • Must be physically capable to conduct field inspections and participate in project walkdowns which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in very small and/or confined spaces, and lifting up to 60 lbs.


 Minimum Qualifications:

  • Advanced knowledge of a field of environmental and/or safety engineering, process safety, health or related discipline.
  • Knowledge of ES&H systems, principles, and methodologies.
  • Experience in supervising all aspects of ES&H on projects or facilities.
  • Knowledge of national and international ES&H laws/regulations and regulatory/resource agencies permitting processes and responsibilities, industry standards for ES&H compliance, and best management practices for minimizing potential ES&H impacts during project execution. 
  • Experience in managing and/or providing technical oversight of ES&H contractors/subcontractors or consultants during construction.
  • Knowledge of construction systems, methods and work processes.
  • Knowledge of construction planning, procedures, and execution.
  • Knowledge of construction environmental issues, e.g., hazardous materials, waste management, erosion and sediment control methods, and restoration techniques.
  • Knowledge of Bechtel’s organizational structure, functions, and administrative procedures.
  • Knowledge of technical vocabularies and terminology common to industrial hygiene, safety programs and systems, and environmental compliance.
  • Excellent written and oral communication skills.


Preferred Qualifications:

  • 10 or more years of experience on large construction projects as field ES&H supervisor or manager
  • 10 or more years of experience with performing and managing incident investigations, assessments, subcontractor S&H monitoring
