Project Overview:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The UPF project works on a 4/10 schedule. Start times for this position are 6:00 a.m. to 4:30 p.m. or 7:00 a.m. to 5:30 p.m. and the standard work week is: Monday – Thursday. This position will also require 10 hours on Friday and some weekend work.

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Job Summary:

In this role, you will integrate safety and health requirements into complex project planning, design, and operations to reduce the potential for adverse impacts. You will perform risk assessments, provide input on bid decisions, lead meetings and communications, and track and monitor performance trends. Your recommendations will contribute to enhanced quality of safety procedures and work processes. #LI-EH1

 

Major Responsibilities:

  • Assists execution of the safety component of an ESH Program inclusive of technical and administrative aspects. 
  • Helps prepare and implement Safety and Health Management Plans, associated plans and procedures, and training program. 
  • Provides input to Engineering, Construction, Procurement, Subcontracts, Commissioning, and other groups to assure that safety and health requirements are integrated within project planning and execution. 
  • Interprets safety and health requirements and provides comprehensive assistance on plan preparation, risk assessment, and ESH program execution. 
  • Researches moderately complex issues and regulatory requirements and prepares documentation and reports. 
  • Provides support and guidance for safety studies, risk assessments, and program reviews and audits. 
  • Participates in emergency response and incident investigation and resolution. 
  • Interfaces and communicates with stakeholders and helps resolve their concerns. 
  • Participates in meetings with customers, team members, subcontractors, and other stakeholders. 
  • Conducts ESH inspections and monitoring to identify hazards and risks, evaluate controls and corrective actions, and assess compliance with contract, regulatory, project, and Bechtel requirements. 

 

Education and Experience Requirements:

  • Requires a Bachelor’s degree (or international equivalent) related to occupational safety or health and 5-8 years of relevant experience or 9-12 years of relevant work experience
  • Must be a US citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.
  • Must be able to obtain site security badge for access to work site.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge in a field of Environmental Science, Safety and Health Management, or related discipline.
  • Knowledge of environmental and safety procedures, principles, and methodologies.
  • Knowledge of national environmental and safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards/practices for compliance, and best management practices for minimizing potential ES&H risks during project execution.
  • Knowledge of engineering and construction systems, methods, and work processes.
  • Knowledge of construction planning, estimating, procedures, subcontracting, and execution.
  • Experience in ES&H data management and analytic software programs (e.g.: Power BI, Microsoft Excel, Microsoft Access).
  • Knowledge of hazardous materials and physical risk exposures and Personal Protective Equipment standards as well as People Based Safety processes and procedures.
