Project Controls Engineer, UPF

Project Description:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.


UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.


The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible but the standard workweek is: Monday - Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00 am - 3:30 pm.


Eligibility for this position requires US citizenship; the successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.


Role Overview:

A successful Project Controls Engineer on the UPF project will collaborate with their lead/supervisor to develop and maintain project plans and schedules, perform cost engineering/management tasks, and/or implementing change control, risk management and reporting work processes.  All work will be carried out within established Project Controls processes and procedures that comply with certified EVMS standards and Bechtel’s corporate requirements. The successful candidate will also have an innovative approach to completing their work and may poses strong automation skills, Business Intelligence, and data analytics skills. They will also require strong communication skills to support frequent interaction with other members of the project team to develop solutions to execution challenges.


Principle responsibilities include but are not limited to:

  • Understand the project scope, schedule, and cost objectives and work with the assigned department(s) to develop and implement a plan for successful execution that integrates with the execution plans for the rest of the UPF project.  
  • Perform cost engineering, planning/scheduling, change control, risk management, and/or reporting activities in coordination with other members of the Project Controls team that require a moderate level of technical skill and experience.
  • Develop and maintain achievable, resource-loaded, logic-driven schedules for the assigned scope area that integrate Engineering, Procurement, Construction, Start-up and/or Operations work scope into a total project plan that meets the project’s delivery objectives, including:
    • Long-term summary level plans that support the development of effective execution strategies.
    • Mid-range tactical delivery plans that support interdisciplinary coordination within an effective planning horizon.
    • Near-term detailed work plans that support task level planning and day-to-day workforce coordination.
  • Conduct routine cost control and performance analysis activities, as well as basic cost estimating tasks related to the assigned scope.
  • Actively participate in project risk management and change control processes, as needed.
  • Prepare routine performance reports and special studies related to assigned scope for presentation to project, corporate, and/or customer management team(s).
  • Collaborate with other project team members to identify, analyze, and provide innovative solutions to cost engineering and planning/scheduling challenges.
  • Complete all work in compliance with the UPF project’s certified Earned Value Management System and corporate procedure requirements necessary to maintain the integration of the project’s resource-loaded Integrated Master Schedule, Cost Processor, and associated software tools.


Basic Qualifications:

  • Level 1: Bachelor's degree from an accredited university plus a minimum of 1 year of relevant experience or in lieu of a degree, must have over 7 years of relevant experience.
  • Level 2: Bachelor's degree from an accredited university plus a minimum of 3 years relevant experience or in lieu of a degree, must have over 9 years relevant experience.
  • Must be a U.S. citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.
  • Must be able to obtain a site security badge for access to the worksite.


Minimum Qualifications:

  • Experience and intermediate knowledge of one or more of the core Project Controls disciplines – Cost, Schedule, Change Management, Risk, and/or Reporting.
  • Experience performing routine data analysis and preparing appropriate summary reports communicating results to management.
  • Basic knowledge of engineering, procurement, construction, and/or startup work processes typically performed on major construction projects.
  • Basic knowledge of project management practices used in the major construction industry customarily acquired through specialized instruction or practical experience over time.
  • Knowledge in the use of Microsoft Office and other standard industry productivity software tools.
  • Excellent oral and written communication skills, organizational skills, and attention to detail.
  • Demonstrated ability to plan, organize, and perform work both independently and as part of a team to meet project objectives.


Preferred Qualifications:

  • Planning and scheduling experience developing and maintaining schedules using Primavera P6 software.
  • Experience in performing, monitoring, and analyzing cost functions, cost control, and financial reporting systems data.
  • Knowledge of Bechtel Standard Applications used by Project controls, such as QURR, BPS, and TeamWorks.
  • Experience working with 4-D planning software such as SYNCHRO.
  • Business Intelligence Analytics software such as PowerBI.
  • Experience working within a certified EVMS on a DOD or DOE project(s).
  • Experience with Six Sigma, LEAN, or other process control and improvement techniques.
  • Flexibility to respond to urgent project requests and/or changing priorities.
  • Risk management and analysis.


Additional Responsibilities for Level 2:

  • Proficiency in using PC operating systems and several basic software applications such as Excel, Word, and PowerPoint. Proficiency in using multiple discipline-specific applications (ePCWorks, Cobra, Prism, etc.) currently in use by Bechtel.
  • Demonstrates an intermediate level understanding of Project Controls general technical skills.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
