Project Description

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.


UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.


UPF project site team works a 5-8 standard work week. Start times are flexible but the current standard work week for this position is: Monday - Friday from 7:00 am to 3:30 pm.


Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.


Role Overview

Project Controls Cost Technician assists in basic cost control and related reporting responsibilities. The technician will perform a variety of duties related to the preparation and application of construction labor and non-labor cost monitoring and control within established processes and procedures that comply with certified EVMS standards and Bechtel’s corporate requirements. The successful candidate will demonstrate a substantial understanding of cost control principles and be able to apply their knowledge and skills to independently complete a wide range of cost monitoring and control-related tasks.


Responsibilities may include, but are not limited to:

  • Perform daily monitoring and analysis of project labor charges.
  • Review and monitor labor and non-labor invoices for the project.
  • Monitor project charges that are held and provide resolutions.
  • Assist with employee timekeeping issues including tool training (MyTime, labor corrections, CFAR, etc.) as required.
  • Assist employees with charging guidance including Bechtel policy and charging guidance according to procedure.
  • Process and Approve labor corrections (coding errors, loan to org code, communicate with employee for incorrect charges, etc.).
  • Assist in developing specific project codes of accounts and recommends appropriate modifications and revisions.
  • Open charging structure and maintain project valid charge code list.
  • Update and maintain billing metrics in coordination with BNI accounting.
  • Responsible for cost engineering, cost estimating, and cost analysis/control activities, when delegated.
  • Develop and implement requirements for cost recording, reporting, and analyzing standards, programs, and reports.
  • Conducts performance monitoring, analysis, and control functions, including analysis of quantity and cost information needed to identify Trends and predict changes.
  • Maintain monthly spend and commitments updates and forecast, when delegated.
  • Supports the development of Project Controls process and procedure documents, including desk instructions and guides.


Basic Qualifications:

  • Level 1: Bachelor’s degree from an accredited university, or in lieu of degree, must have high school diploma or equivalent and a minimum of 6 years of professional experience.
    Level 2: Bachelor’s degree from an accredited university and at least 1 year of relevant experience, or in lieu of degree, must have high school diploma or equivalent and a minimum of 7 years of professional experience.
    Must be a U.S. citizen per contract requirements.
  • Must be able and willing to relocate and/or travel to the Oak Ridge, Tennessee area.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment, education and travel.
  • Must be able to obtain site security badge for access to work site.


Minimum Qualifications:

  • Familiarity with Project Controls general technical skills related to cost analysis and control.
  • Knowledge in the use of Microsoft Office and other standard industry software tools.
  • Ability to work independently and as part of a team to meet project requirements.
  • Skilled in understanding technical processes and mathematical and financial records.
  • Excellent written and oral communication skills.


Preferred Qualifications:

  • Experience with DOE or major EPC project principles and procedures, especially as related to Financial and Earned Value Management Systems.
  • Working knowledge of one or more industry standard cost processing software applications, particularly CloudEVM.
  • Knowledge and understanding of rate and usage analysis.
  • Flexibility to respond to urgent project requests and/or changing priorities.
