This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provided enriched uranium capabilities well into the future.

 

The UPF project has multiple work schedules that are subject to change and may require employees to work overtime, weekends, and/or night shift when a business need arises. This position will work a 9/80s schedule with every other Friday off. Work schedule and overtime are to be approved in advance by supervisors. 

 

Role Overview:

The UPF project is looking for a Prime Contracts Administrator (PCA). This position assists the UPF Prime Contracts/Commercial Manager with the management. The PCA will assist with the overall implementation and maintenance of the Prime Contract Management Program in accordance with established contracts administration procedures and Federal Acquisition Regulation (FAR) guidelines.  

 

Principle responsibilities include but are not limited to:

  • Participate with the identification of the contract baseline, including terms and conditions, specifications, drawings, estimate, proposal, schedule and other documents incorporated in the contract.
  • Responsible for assisting the PCM with maintaining the Contract Management Program for the project consistent with the practices and procedures set forth in the Prime Contracts Management Manual, including the Contract Responsibility Management Matrix, the Contract Requirements Action List, and the Contract Notice Requirements Action List.
  • Coordinate with other project team members to identify customer-related actions or inactions, which result in constructive contract changes. Recommend and implement actions to document and request the additional compensation or time due to Bechtel.
  • Review contract modifications to the Contract, and maintain contract modification log.
  • Participate in project-related meetings, work closely with Construction, Engineering, Procurement, and Project Controls and review project financial data to:
    • Ensure awareness of all project activities that may affect the prime contract.
    • Ensure compliance with prime contract terms and conditions.
  • Work with the Claims Group and Legal Department in the preparation of Request for Equitable Adjustment (REA) claims as they arise and assist the PCM with overall coordination of the REA process.
  • Maintain a list of all contract deliverables for ensuring full compliance with the contract.
  • Work with CNS, BNI Accounts Payable; UPF Human Resources in resolving invoices that have been questioned in accordance with CNS Travel Reimbursement Policy and FAR requirements.
  • Assist in the overall management and handling of the prime contract closeout requirements.
  • Assist the PCM with the overall coordination of ongoing project training to address prime contract management principles, and identification, preparation, and resolution of claims.
  • Other duties as assigned.

 

Basic Qualifications:

  • Level 1: Bachelor’s degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering and 1 year of contract experience or 7 years of direct contract experience in lieu of a degree.
  • Level 2: Bachelor’s degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering and 3 years of contract experience or 9 years of direct contract experience in lieu of a degree.
  • Must be a US citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
  • Must be able to obtain a site security badge for access to the worksite.

 

Minimum Qualifications:

  • Basic experience or courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices.
  • Basic Level and understanding of Federal Acquisition Regulations, and applicable Agency Supplements as demonstrated by 6-10 years experience.
  • Basic Level and understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.

 

Preferred Qualifications:

  • Previous DOE project experience.
