Project Description:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00am-3:30 pm.

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment.  Must be able to obtain a security clearance, as applicable.

 

Role Overview:

Schedule development, maintenance, monitoring, and recovery plan development activities. Responsible for scheduling activities for large projects; or major projects with significant non-routine requirements. Supports/performs project organizational and administrative activities. Demonstrated skill in identifying, analyzing, and providing innovative solutions to planning and scheduling problems.

 

Principle responsibilities include but are not limited to:

  • Provides comments and recommendations for planning and scheduling requirements relative to staffing and project control. Prepares detailed staffing plans for planning and scheduling activities.
  • Reviews or assists in reviewing proposal provisions related to schedule and material control, and develops supporting data for contract negotiations.
  • Interfaces with designated Bechtel management and client counterparts for specific planning and scheduling tasks.
  • Participates in developing and presenting training classes on designated subjects and on-the-job training for specific processes and practices.
  • Collection, verification, and integration of work scope for all entities into the total project plan. Reviews the representation of project scope in schedules. Establishes the conceptual scope of schedule studies. Prepares and analyzes comparisons of scope, quantities, and cost data between the projects. Performs productivity analysis of construction operations and verifies results. Establishes productivity basis to be utilized in estimates, as developed in concurrence with Construction.  Reviews labor estimates for reasonableness.
  • Reviews project work activities to ensure the support of project milestones. Coordinates the timely, systematic, and complete acquisition of scope definition and related data.
  • Reviews the performing organization’s work logics, and determines whether the schedules adequately support the overall project schedule. Plans, coordinates, establishes the level of quantification appropriate to the objectives of the effort and to the level of scope definition for each discipline or specialty, and designates reference job(s) for source data and/or reconciliations of quantities. Reviews completeness and reasonableness of quantities.
  • Plans, organizes, and supervises schedule resource loading and leveling. Coordinates development of all bulk commodity release and installation curves. Integrates appropriate staffing requirements for each discipline/specialty relative to the overall project needs. Determines quantity and staffing levels in support of the project needs and schedule philosophy.
  • Supports development of scheduling standards and procedures. Compiles, summarizes, updates, and maintains historical schedule data. Monitors and reports critical-path and schedule performance of the total project.
  • Performs project schedule analysis and studies of problem areas to determine criticality of schedule activities. Recommends alternatives for schedule improvement to project team for discussion and/or decision.

 

Basic Qualifications:

  • BS degree from an accredited university/college with at least 6 years of related experience. In lieu of formal degree, 12 years of work related experience required.
  • US citizenship required for this position.
  • Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.
  • Must be able to obtain site security badge for access to worksite.

 

Minimum Qualifications:

  • Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis, in the field and the home office.
  • Skilled in oral and written communication.
  • Experience in allocation of resources to individual activities per the project baseline estimates and associated experience in analysis and validation or such data.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
  • 10 years of EPC experience.
  • Demonstrated ability to plan, organize, direct, perform, review, and present schedule products independently with minimal supervision. This includes using a high level of professional judgment and knowledge related to technical planning and scheduling skills and engineering design, construction, and procurement practices.

 

Preferred Qualifications:

  • Experience with the Government Earned Value Management System (EVMS).
