Project Overview

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF is a multi-year, multi-billion dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The UPF project has multiple work schedules that are subject to change and may require employees to work overtime, weekends and/or night shift when a business need arises.

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Position Summary

Assigned to the Construction organization as a Pipe Testing Field Engineer. Responsible for supporting Field Supervision and Craft personnel with material and technical documentation for permanent plant and temporary construction installations.  This posiiton is for Night Shift. 

 

Responsibilities include, but not limited to:

  • Assists construction supervision in planning construction methods and procedures.
  • Coordinates engineering or construction problems with superintendents.
  • Interprets design engineering drawings and prepares construction working drawings for the use of superintendents as required, including: Temporary construction facilities; Field sketches of revisions and additions and preparing "as-built" drawings.
  • Reviews design drawings, studies Interference problems, and reviews related vendor drawings and installation instructions.
  • Prepares or directs preparation of field bulk material purchase requisitions, including estimating the quantities and material takeoffs of the field purchases of materials. 
  • Track commodities on quantity tracking systems or other computer database programs as required.
  • Assists in coordination of vendor material deliveries, storage of materials, expediting, and engineering reports related to the schedule.
  • Prepares projections and schedules for manpower, material, and equipment requirements.
  • Prepares field change notices, extra work orders, and back charge notices.
  • Prepares assigned Project Controls programs. Reviews project controls documents on progress.
  • Assures the project controls programs are fully automated for use in the field.
  • Prepares cost estimates and reviews project design and engineering bills of materials to ensure their completeness.
  • Maintains records of costs and quantity information, evaluates data, prepares applicable reports as requested by project management utilizing established, standardized automation tools.
  • May be required to provide input on employee reviews of assigned subordinate personnel.
  • Monitors installation of materials and equipment to assure conformance with drawings and specifications.
  • Prepares Construction Work Packages for pressure testing activities.
  • Perform pressure test scoping activities & prepares associated documents
  • Perform field examinations of pressure test activities

 

Qualifications and Skills

Basic Qualifications:

  • Level I: B.S. Degree in Engineering or similar from an accredited program and 1+ year of related experience or 7+ years related experience in lieu of degree.
  • Level II: B.S. Degree in Engineering or similar from an accredited program and 3+ years of related experience or 9+ years related experience in lieu of degree.
  • Must be a US Citizen.
  • Must be able to complete a pre-employment drug screen and background check, including verification of employment and education.
  • Must be able to obtain a site security badge for access to the work site.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
  • Must be physically capable of passing an eye exam to qualify as an ASME B31.3 Examiner.

 

Minimum Qualifications:

  • Knowledge and experience of DOE, DOD and/or commercial nuclear construction projects is required.
  • Candidates should be self-starters, highly motivated, requiring little supervision, and able to work well in a team environment.
  • The candidate should have a good working knowledge of current design codes and standards such as UPC, IBC, SMACNA, ASME, NFPA as well as NQA-1 requirements.
  • Knowledge of environmental compliance standards required on NNSA/DOE projects.

 

Preferred Qualifications:

  • Recent Bechtel experience as Mechanical/Piping Field Engineer at a large EPC Project.
  • Previous experience working on a large EPC project for the Department of Energy (DOE).
  • Previous experience NQA-1 Piping (small bore) and Specialized Mechanical Equipment (Glove Boxes, equipment skids, multi-discipline pipe racks).
  • Previous experience using Teamworks or Pipe Fighter Application/Tools (Bechtel).
  • Experience with piping system cleanliness blows/flushes
  • Experience with ASME B31.3
  • Experience with piping system pressure testing
