Job Summary:
Working within a discipline, plans and conducts independent work requiring judgment in the evaluation, selection, application and adaptation of information systems techniques, procedures and criteria in areas including application support, software engineering, software quality assurance and quality control, business analysis or database administration. Devises new approaches to problems encountered to provide solutions to the customer. Supports discipline in the performance of complex and demanding assignments requiring initiative and independent judgment. Provides advice and guidance on technical matters. Performs work that requires the application of a significant range of fundamental principles in a variety of contexts. Demonstrates a systematic, disciplined, and analytical approach to problem solving. As part of normal job duties, employees may be required to be in an on-call status to be able to promptly respond to and address user/customer needs.
Major Responsibilities:
Deployed to the NS&E Central BSAP Support team, this position performs the following:
- Primary GBU support for the major centrally hosted Project Controls application suites in the Risk, Cost, and Scheduling disciplines.
- Support includes daily interaction with Project Controls application end users and automation leads at the various projects; consulting with NSE Project Controls Functional Operations Management team and discipline leads on application tools use and issues; troubleshooting application functionality, access, licensing, and other issues; acting as the primary coordinator for the deployment, testing, and implementation of requested upgrades and approved changes to the application suite; managing the centrally hosted application suite in compliance with NSE's requirements for a secured environment.
- Deploy all software per vendor, Corporate EPC Systems, and Corporate IS&T requirements.
- Deploy, maintain, and support Project Risk applications including Active Risk Manager, Acumen Risk, and Primavera Risk Analysis. Work closely with the UK-based Corporate Risk Team on reporting, access, and new version deployment planning.
- Deploy, maintain, and support Project Cost applications including Encore-Analytics Empower EV, Hexagon/EcoSys, Deltek Cobra, SOURCE, and other EVM support applications.
- Create new project databases as needed by the M&BD/Proposal Teams
- Deploy, maintain, and support Project Scheduling applications including Acumen Fuse, Stacker, Schedule Tracer, PCWeb, and Oracle's Primavera P6 suites.
- Manage software license pools as necessary.
- Plans and execute Change Management Work Orders in the ServiceNow tool, in coordination with Operations/Networking/Infrastructure teams as needed, and with approval by impacted project(s).
In addition to Project Controls application support, this position provides support for Project Controls data integration and sharing requirements as follows:
- Installs and deploys integrations as requested by NS&E projects to ensure Project Controls receives and provides accurate, timely, information. The includes managing secure access to data used in the monthly Management Leadership Meeting (MLM).
- Review and provide database access for project-initiated Power BI reports, Power Queries, and other project-developed data analysis and reporting requests.
- Assist in resolving issues with corporate data feeds (CFAR), Estimating data, and other support tools used in monthly reporting.
- In support of the Engineering function, this position also provides secondary support to the Engineering applications: ArcGIS (mapping), DOORS (managing system requirements), and Innoslate (managing system requirements).
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
- US citizenship is required for this position.
Required Knowledge and Skills:
- Provides daily support to the projects and end-users including assisting with access issues, software problems, integration issues, training, and internal project configuration changes.
- Analyzes user requirements and needs to deliver requested support of Project Controls suite applications for the Risk, Cost, and Scheduling disciplines. Includes data integration between EPC and/or other Project
- Controls applications, and other project-specific requirements.
- Working knowledge and experience with NSE's Project Controls Cost and/or Scheduling suite of tools, especially: Oracle Primavera P6 (PPM and EPPM) and EcoSys.
- Working knowledge of NSE Project Controls work processes, including: EVMS, Project Scheduling, Project Costing, and Risk Management.
- Working knowledge of Power BI or another analytics tool is preferred.
- Working knowledge of Deltek Cobra, Primavera Risk Analysis, and Acumen tools is preferred.
- Installs, configures, manages, and performs upgrades of database, application software, and tools in support of operational systems and some development environments.
- Receives and manages software updates from vendors or Corporate IS&T.
- Coordinates with GBU staffs the installation of upgrades and migrations of application databases.
- Maintains database security for supported applications. Sets up and coordinates with database admins the backups for supported applications.
- Extensive knowledge of Microsoft SQL Server and Oracle database administration, monitoring, and ODBC connections.
- Provides technical direction, development, training and mentoring to peer team members as required.
- Advanced knowledge of software development methodologies, tools and processes including, source code control, application development tools and techniques, database design, development and management, programming languages, and component integration.
- Working knowledge of hardware and operating systems including system architectures, network infrastructures, and client/server principles.
- Working knowledge of cybersecurity protocols including managing elevated accounts, adherence to password policy, understanding of share and group security, and 2-factor authentication.
- Knowledge of application operations, business continuity, and disaster recovery principles.
- Working knowledge of virtual servers and desktops, and application streaming and virtualization. Prior experience working with Citrix and/or VMWare is preferred.
- Working knowledge of hardware and software integration and testing.
- Working knowledge of Software Quality principles.
- Ability to review and understand end-to-end work processes.
- Ability to organize and deliver presentations to clearly communicate information to others.
- Ability to identify and present information or data that will have a strong effect on others.
- Skill in working with customers to understand their requirements and expectations by asking questions and listening.
- Able to travel when required.
- Knowledge of Bechtel's Change Management processes.
