Job Summary:
We are looking for a talented Application Portfolio Manager to join our team! As our Portfolio Manager, you will be working with a team of highly skilled and experienced application engineers and project support resources across multiple teams including our development, secure operations, and implementation and integration disciplines who are delivering and operating systems for Bechtel's Nuclear, Security & Environmental global business unit. These systems support our global customers and projects as they have a positive impact on cleaning up the environment, maintaining national and global security, generating sustainable energy, and returning to space. You would also be responsible for establishing a software quality program, requiring close integration with the software engineering, architecture, and cyber security teams.
Major Responsibilities:
Set up and maintain a current Global Business Unit (GBU) inventory of all Application Portfolio Standards authorized for use in Bechtel within the Application Portfolio Management System (APM) in Service Now (SNOW) in accordance with IS&T Management Instruction 27.
- Facilitate Quarterly outreach to review status of all active applications.
- Consistent outreach to application Functional Suite Managers (FSMs), Development Program Managers (DPMs), and/or User Product Managers (UPMs).
- Maintain end of life support dates or change of status for all active applications along with budgets for applications.
- Ensure security patches are deployed and active within timeline designated by the Threat Management Team (TMT).
- Ensure software is removed from the environment before it is decommissioned or reaches end of support by vendor or development team,
- Ensure applications in APM are prioritized for business continuity and disaster recovery.
Set up and maintain the NS&E Quality Assurance (QA) Program
- Facilitate internal Project Manager, Business Analyst, Developer, and QA communications along with external customer communications.
- Coordinate with development team to perform Application UX check and review.
- Assist with the development of application requirements with detailed test cases.
- Assist with the implementation of application test cases based on requirements.
- Generate application test reports to show results, identifying bugs from the test reports and ensuring they are actioned.
- RFC Quality Check performed (QC Gate within RFC as an approver).
- Ensure application security checklist is completed.
- Ensure the Application security scan is performed.
- Ensure compliance for security access and storage for CUI, FAR, DEAR, and EVMS is met.
- Ensure development related records are stored in an Enterprise Content Management System (ECMS).
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 2- 5 years of relevant experience or 6-9 years of relevant work experience.
Required Knowledge and Skills:
Basic Qualifications
- Due to requirements of federal government contracts, must be a U.S. citizen or permanent resident with the ability to remain and work in the U.S. without sponsorship.
- Proficient with SaaS solutions such as Office 365, including MS Office Suite, Teams, SharePoint, OneDrive, and Outlook.
- Experience and knowledge of scheduling, managing logistics pertaining to sensitive files/records, and budgeting.
Preferred Qualifications:
- Awareness of Agile techniques: User Stories, Continuous Integration, Continuous Testing, Automated Testing, etc. preferred, not required.
- Excellent interpersonal and communication skills.

- Problem solver with a customer-focus.
- Comfortable working with multiple teams, some located internationally.
- Strong time-management skills.
- Ability and willingness to travel to job sites as needed.
