Project Overview:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF will be a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF Construction project works on various schedules with differing start times, and may require employees to work overtime, weekends, and/or nightshift when a business need arises.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Job Summary:

The Uranium Processing Facility (UPF) Project is looking for a Lead Subcontract Technical Representative at the UPF Project in Oak Ridge, TN. This position will be responsible to lead, review and direct the efforts of the Subcontract Technical Representatives. #LI-CL1


Major Responsibilities:

  • Receives operational supervision from Construction Site Manager and Senior Project Management.
  • Assignments given in terms of broad general objectives and limits.
  • Leads, coordinates, and provides process direction to the project Subcontract Representatives team to ensure compliance with job requirements.
  • Develops and evaluates plans and criteria within a discipline or specialty for a variety of project activities.
  • Provides technical advice, guidance and counsel to project or taskforce personnel as assigned on specific assignments by providing the resolution of technical questions arising in specialty.
  • Instrumental in establishing and maintaining safety and quality culture for subcontractors.
  • Executes specialized assignments within a type of industry or type of industrial process for startup, operations, maintenance, or testing.
  • Assist with the development and revisions of related site process and procedures.
  • Performs, assists with, and/or coordinates subcontract technical services for the Operations phase of the project.
  • Establishes or assists in establishing the detailed project execution plan and the oversight of STR work package account under Project Support Control Account Manager (CAM).
  • Lead and/or oversee technical evaluations for all subcontractor proposals received by Acquisitions.
  • Prepares, approves, or recommends approval of project procedures for as required.
  • Coordinates subcontracting efforts with Project Management, Operations, Maintenance, Procurement, Environmental Safety and Health (ES&H) and Project Controls, when assigned, to ensure readiness and minimize impact to field work execution.
  • When assigned, directs subcontractor activities in preparation of project proposals, including staffing, quantities, scope reviews, schedules and coordination with Business Development and other functional groups.
  • Performs other tasks as assigned by Project Management. 


Education and Experience Requirements:

Level 1

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.
  • Must be a US citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
  • Must be able to obtain site security badge for access to work site.
  • Must have or be able to obtain a security clearance.
  • Must be able to complete a pre-employment drug screen and background check, including verification of employment, education, and travel.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.

Level 2

  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
  • Must be a US citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
  • Must be able to obtain site security badge for access to work site.
  • Must have or be able to obtain a security clearance.
  • Must be able to complete a pre-employment drug screen and background check, including verification of employment, education, and travel.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.


Required Knowledge, Skills, and Abilities:

  • Proficient in word processing, spreadsheet, and database applications in accordance with current Bechtel Standard Application Program (BSAP) standards.
  • Thorough understanding of ASTM industry standards.
  • Experience working with subcontractors.
  • Experience and extensive knowledge of the Bechtel Subcontract Formation Manual, Bechtel Construction Subcontract Management Manual, Bechtel Standard Work Processes Procedures related to Subcontract management and associated Bechtel Standard Application Programs utilized by Construction.
  • Ability to provide clear and precise verbal and written communications with subcontractors, design engineers and customer representatives is critical.
  • Knowledge, experience and understanding of Bechtel proforma and the subcontract requirements.
  • Knowledge of required engineering deliverables necessary for subcontract formation and execution.
  • Previous supervisory experience and the ability to oversee, and train others is a major qualification for this position.
  • Recent Subcontract Technical Representative or Subcontract Coordinator experience in subcontract formation; supervisory and/or management.
  • Recent Subcontract Management experience for EPC project.
  • Previous Bechtel experience working at a Nuclear or Government project.
