Project Description:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.


UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

UPF project site team works a 5-8 standard workweek. Start times are flexible but the current standard work week for this position is: Monday - Friday from 7:00 am to 3:30 pm.


Eligibility for this position requires US citizenship; the successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject to and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.


Role Overview:

A successful Field Project Controls Engineer Lead on the UPF project will be engaged in leading a variety of efforts that will potentially include developing and maintaining moderately complex project plans and schedules, performing both routine and complex cost engineering/management tasks, developing and producing performance reports, analyzing performance information, implementing change control, or project execution risk management.  All work will be carried out within established Project Controls processes and procedures that comply with certified EVMS standards and Bechtel’s corporate requirements. The successful candidate will have an innovative approach to completing their work, which may include advanced automation skills, and/or Business Intelligence Analytics, and will require collaborating with the project team to develop solutions to execution challenges.


Principle responsibilities include but not limited to:

  • Understand the project scope, schedule and cost objectives and work with construction to develop and implement a plan for success that integrates with the execution plans for the rest of the UPF project.
  • Monitor, analyze, and report on construction cost and schedule performance, including assisting in developing and implementing standard work processes that support these processes in the field. 
  • Conduct complex cost control and performance analysis activities, as well as cost estimating tasks related to the assigned scope.
  • Directly interfaces with construction management as necessary to coordinate schedule/cost control monitoring, validation analysis and reporting.
  • Responsible for ensuring preparation of Construction performance reports and special studies related to assigned scope for presentation to project, corporate, and/or customer management team(s) in a dynamic matrixed organization that requires a high degree of technical skill and experience.
  • Responsible for ensuring timely and quality completion of construction monthly reporting deliverables support and production with limited oversight and guidance Collaborate with supply chain and other project team members to identify, analyze, and provide innovative solutions to planning/scheduling and cost engineering challenges.
  • Complete all work in compliance with the UPF project’s certified Earned Value Management System and corporate procedure requirements necessary to maintain the integration of the project’s resource-loaded Integrated Master Schedule, Cost Processor, and associated software tools.
  • Coordinates Trend development analyzes quantity and cost information and forecasts changes.
  • Actively participate in project execution risk management, as needed.
  • Assist Central Change Control in coordinating interface of various construction change control.
  • Assists with EVMS compliance to ANSI 748.
  • Independently provides accurate financial, cost reporting, trending analysis and recommends corrective actions.


Basic Qualifications:

  • Level 1: Bachelor's Degree from an accredited university plus at least 6 years of related work experience or, in lieu of a degree, a high school diploma or equivalent and at least 12 years of progressive related work experience.
  • Level 2: Bachelor's Degree from an accredited university plus at least 9 years of related work experience, or in lieu of degree, a high school diploma or equivalent and at least 15 years of progressive related work experience.
  • Must be a US citizen per contract requirements.
  • Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.
  • Must be able to obtain a site security badge for access to the worksite.


Minimum Qualifications:

  • Experience and advanced knowledge of one or more of the core Project Controls disciplines – Cost, Schedule, Change Management, Risk, and/or Reporting.
  • Experience performing in-depth data analysis and preparing appropriate summary reports and recommendations to communicate results to management.
  • Direct experience in performing, monitoring, and reviewing construction planning and scheduling including schedule, control, and analysis.
  • Skilled in oral and written communication.
  • Intermediate level of knowledge of engineering, procurement, contracts, construction and startup work processes as performed by Bechtel.
  • Knowledge of engineering and construction management is customarily acquired by taking selected discipline training courses or through practical experience.
  • Demonstrated ability to plan, organize, and perform work both independently and as leader of a team to meet project objectives.


Preferred Qualifications:

  • Skilled in understanding technical processes, engineering drawings, quantity determinations, and mathematical and financial reports.
  • Experience in cross-project coordination.
  • Knowledge of Quality Unit Rate Report (QURR), Bechtel Procurement System (BPS), Cost and Commitment(COCO), Quality Reporting, Subcontract Database(eSub).
  • Experience setting up, administering, and/or working with Business Intelligence Analytics software such as PowerBI.
  • Familiar with change management such as baseline change proposals and trending.
  • Experience with Earned Value Management Systems compliant to government ANSI 748 standards.
  • Flexibility to respond to urgent project requests and/or changing priorities.
  • Experience in multiple Project Controls roles and disciplines or other functions.
  • Experience in Project Controls on EPC Project(s) building a first-of-a-kind process facility or a nuclear installation.
