Project Overview:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security.   This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.  UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.  The UPF Project has multiple work schedules that are subject to change and may require employees to work overtime and/or nightshift when a business need arises. Work schedule and overtime are to be approved in advance by supervisors.    
Eligibility for this position requires US citizenship; the successful candidate must provide proof of US citizenship in order to obtain badge access to the site. The candidate must complete a security questionnaire and successfully clear the site access requirements check. All employees are subject to and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.    

Job Summary:

In this role, you will lead a team of systems engineering personnel, estimate project staffing needs, and schedule and assign work. You will prepare estimates and work plans and manage implementation and performance reporting. Your oversight and expertise will ensure systems engineering work is completed according to scope, schedule, and budget and is compliant with Bechtel and client requirements. 

Major Responsibilities:

  • Plans, develops, directs, and participates in the day-to-day Systems Engineering activity on small to medium sized projects or a portion of a major project with minimal to moderate complexity within a global business unit​ 
  • Reviews Systems Engineering documents relating to requirements management, verification and validation, functional analysis, technical trade studies, interface management, reliability, availability, maintainability, systems integration, and configuration management​ 
  • Manages and approves the means of verifying requirements implementation, including acceptance criteria​ 
  • Manages the preparation of impact analyses for proposed requirement changes​ 
  • Supervises, coordinates, and reviews the work of personnel assigned, estimates staffing needs and schedules and assigns work accordingly​ 
  • Prepares or oversees the preparation of Systems Engineering discipline estimates and work plans in accordance with project scope, schedule and budget, and manages implementation and performance accordingly​ 
  • Reviews and makes recommendations of the Systems Engineering aspects of bid evaluations and awards for approval by project engineering​ 
  • Reviews and approves key specifications, systems analysis, and change orders, for the project to which assigned​ 
  • Manages the research, models and documents system operations and limits against required performance, using design and basis documents and discussions with system designers​ 
  • Ensures that systems engineers, scientists, and technologists supervised receive appropriate on-the-job training for their professional development 
  • Coordinate directly with client and regulatory representatives

Education and Experience Requirements:

  • BS degree in Systems Engineering or other engineering field from an accredited university or college with 10-13 years of progressive related experience and a minimum of 4 years of experience in a leadership or supervisory role. At least 5 years of experience performing functional analysis and system design and in documenting system requirements and operations

Required Knowledge and Skills:

  • International Council of Systems Engineering (INCOSE) Certified Systems Engineering Professional (CSEP) (or ability to obtain within 12 months)
  • Possess a detailed understanding of Systems Engineering principles and methods, requirements management principles, and methods
  • Experience facilitating multi-discipline meetings to resolve technical and related requirements compliance issues
  • Experience working on a large, complex EPC contract
  • Knowledge of industry and regulatory guides, codes, standards and their influence on design
  • Experience in working with procedures meeting quality assurance programs such as ASME-NQA-1, MIL-Q-9858A, or ISO-9000
  • Proven leadership or supervisory experience
  • Excellent oral and written communications skills
  • Experience working with systems engineering tools, such as IBM® Rationale DOORS® or Innoslate by Spec Innovations on a project
