Project Description:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00am-3:30 pm.

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment.  Must be able to obtain a security clearance, as applicable.

 

Principal Responsibilities:

  1. Provides input on bid decisions, (scope, constraints, schedules, budgets) with respect to integration and compliance with safety requirements.
  2. Provides technical support to safety studies, health assessment studies, and project risk assessments.
  3. Coordinates appropriate consideration of safety requirements with subcontracts, engineering, and construction personnel as assigned.
  4. Provides safety technical support and assistance to projects and coordinates safety requirements and formulation of risk reduction measures with project-assigned safety personnel, engineering, and construction and onsite ES&H representatives during construction.
  5. Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of safety requirements that may affect project design, schedule, and cost.
  6. Implements comprehensive ES&H plans, project specific risk reduction plans, safety awareness training programs, and technical reports.
  7. Provides recommendations and input for revising safety procedures, work processes, and other quality improvement measures.
  8. Conducts safety inspections/assessments of project construction activities to monitor compliance with applicable safety and health requirements including contractual commitments, permits, and the project’s ES&H plan.

 

Basic Qualifications:

  • Related Bachelor of Science degree in the sciences (e.g., biology, chemistry, physics, public health) or Safety and Health Management and six (6) years of related professional experience.
  • In lieu of degree, twelve (12) years of related experience.
  • Must be a US citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education
  • Must be able to obtain site security badge for access to work site.

 

Minimum Qualifications:

  • This position will require flexibility of work schedule. You may be required to work either day or night shift ( 5:00 p.m.- 3:30 a.m.), and may be required to rotate from day to night shift. Must be willing to work overtime. 
  • Advanced knowledge in a field of science, Safety and Health management, or related discipline.
  • Knowledge of safety procedures, principles, and methodologies.
  • Knowledge of national safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.
  • Knowledge of engineering and construction systems, methods, and work processes.
  • Knowledge of construction planning, estimating, procedures, and execution.
  • Experience in managing and/or providing technical oversight of safety and/or health subcontractors or consultants.
  • Experience in safety inspections/assessments during construction.
  • Knowledge of hazardous materials and physical risk exposures and Personal Protective Equipment standards as well as People Based Safety processes and procedures.

 

Preferred Qualifications:

  • Knowledge of Bechtel’s organization structure, functions, and administrative procedures.
  •  Advanced Skills in oral and written communication.
  • Knowledge of Bechtel standard computer applications.
