Project Overview

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.


UPF is a multi-year, multi-billion dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.


The UPF project has multiple work schedules that are subject to change and may require employees to work overtime, weekends and/or night shift when a business need arises. 


Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.


Position Summary

The Deputy Lead/Office Surveyor for UPF reports to the Lead Surveyor (LS) and is responsible for the execution of all survey office Cad/Calculations and activities. The selected applicant shall also provide direction and supervision to assigned field survey teams in support of the civil, structural, mechanical and piping installations in the work area. The Deputy Lead/Office Surveyor responsibilities include but are not limited to the following:



  • Execute the responsibilities of the PSM in their absence
  • Manage the Survey Work Request program in coordination with the LS
  • Provide office technical support of LS & Survey crews
  • Review Survey Control field work and perform accurate network least squares adjustments
  • Support with the Verification of the Primary, Secondary and Tertiary control points
  • Ensures that survey office calculations activity execution supports construction schedule
  • Review and approve survey data from field crews and ensure survey documentation is completed accurately and submitted in a timely manner
  • Office processing of survey data
  • Identifying the location of underground services and maintaining a model with as-built underground installations to support excavation permitting process
  • Managing of data using best survey industry practices regarding Q/A controls
  • Evaluate current lay-out methods and propose enhanced processes for achieving required tolerances including office reports
  • Overall office quality and integrity of the surveying program
  • Providing direction to less experienced Surveyors
  • Implementation of the project ES&H program and quality control program by all members of the Survey team
  • Encourage and apply the Bechtel procedures related to Construction Survey

Qualifications and Skills

Basic Qualifications

  • Bachelor Degree in Surveying or 2 years Technical Survey Degree is preferred but may be waived if equivalent industry experience can be demonstrated
  • Must have expert level experience with AutoCAD (Civil 3D, Carlson Survey, or similar) Trimble Business Center and intermediate level with Microstation preferred
  • Experience with Robotic Total Station
  • Experience with managing site safety and quality control related to Surveying is essentia
  • 8 years minimum surveying experience, with at least 5 years of field experience in industrial surveying as Party Chief and 3 years in a supervisory role
  • Direct Hire supervision experience is preferred
  • Understanding of applicable Bechtel work processes including Standard Work Process Procedures is preferred
  • Experience in nuclear or power generating station construction is preferred
  • Having a working knowledge of a variety of office traditional and modern surveying techniques
  • Strong skills in MS Office suite, including Access database, word processing, and spreadsheet applications
  • Ability to develop and analyze field and office survey data information for studies and reports
  • Excellent communication and problem solving ability


Additional Qualifications

  • Recent experience as Area Lead Surveyor or Office Surveyor on a Bechtel construction project
  • Recent experience as Party Chief on a nuclear, industrial or LNG project
  • Prior Survey Team leadership experience
  • Experience with Scanning software a plus (Cyclone, RealWorks,etc.)
  • Experience with 3D Modeling Software a plus (Tekla, SmartPlant, etc.


Additional Information 

  • Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.)
