Project Description:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.


UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.


The UPF project works on a 5-8 standard work week schedule. Start times are flexible but the standard work week is: Monday - Friday from 7:00 am to 3:30 pm.


Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.



  • Performs project schedule/cost reporting for Construction as assigned.
  • Responsible for developing and optimizing data analysis tools to support management requirements and reviews.
  • Responsible for ensuring timely and quality completion of monthly construction reporting deliverables support and production with limited oversight and guidance.
  • Directly interfaces with construction and management as necessary to coordinate schedule/cost control monitoring, validation, analysis and reporting.
  • Provides timely support to overall project reporting and trending functions and the invoice/billing process as required.
  • Responsible for schedule/cost analysis, development and presentation of schedule/cost to support management reviews.
  • Review potential changes against project scope and execution plans. Analyze cost and schedule impact of scope changes and trends.
  • Uses schedule/cost collection tools, develops and maintains schedule/cost and resource databases and reports.
  • Coordinates requirements for schedule/cost control data for specific discipline or other specialty applications, when assigned.
  • Identifies need for schedule/cost analysis support for the project, and recommends development or modification and enhancement of schedule/cost data standards and reports.


Basic Qualifications:

  • Level 1 - Bachelor’s degree from an accredited university and at least 1 year  of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 7 years of professional experience.
  • Level 2 - Bachelor’s degree from an accredited university and at least 3 years of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 9 years of professional experience.
  • This role requires a facility-specific clearance that requires U.S. Citizenship to obtain.
  • Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.
  • Must be able to obtain site security badge for access to work site.


Preferred Qualifications:

  • Advanced level of proficiency in Microsoft Excel, Access, and Word.
  • Intermediate Knowledge of PowerBI.
  • Must possess good interpersonal, teamwork, and communication skills.
  • Demonstrated skill in identifying, analyzing and solving problems.
  • Ability to work overtime and adapt to changing work schedules.
  • Experience working in Project Controls on DOD or DOE projects with a certified EVMS.
  • Experience with Primavera P6 scheduling.
  • Experience with CloudEVM Cost Processor (or similar).
  • Working knowledge of Bechtel systems, work processes and project EPC functions.
