Project Description:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.


The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00am-3:30 pm.

 

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment.  Must be able to obtain a security clearance, as applicable.

 

 

Role Overview:

The Central Schedule Lead Planner is responsible for establishing planning and scheduling requirements for the project in line with corporate procedures and in collaboration with other members of the Project Controls Management team.  The Lead Planner provides technical guidance to the Planning team to ensure management expectations are met. The Lead Planner is 

also responsible for overseeing the required analysis at the end of each update cycle and communicating the results of that analysis to the execution teams.

 

Principle responsibilities include but are not limited to:

  • Collaborates with Project and Corporate Project Controls Management to develop and establish schedule requirements, database settings, reporting timelines, and general schedule philosophy for the UPF project.  Responsibilities include:
    • Establishing schedule mandatry code field parameters and data dictionary
    • Maintaining WBS in accrdance with project scope of work
    • Maintaining cde field integration with Cost System and estimate structure
    • Maintaining resurce dictionaries and calendar settings
    • Administering schedule system user access and permissins
    • Assigning and maintaining schedule baseline files
  • Provides input to Project Controls management on staffing level requirements for the planning team to support project needs and schedule philosophy.
  • Works with all departments to ensure understanding of schedule interactions and dependencies. Identifies schedule considerations and problems resulting from interdisciplinary or group restraints and interfaces.
  • Provides supervision and assistance to the planning team in the development and integration of individual schedules into the total project plan, including regular status and maintenance of the schedule.
  • Responsible for maintaining compliance with contractual and corporate schedule requirements, including those elements related to the project’s Earned Value Management System certification.
  • Responsible for coordinating and reviewing the integration of Engineering, Procurement, Construction, Start-up and Operations work scope into the total project plan, including identification of key interfaces with internal and external entities.
  • Responsible for coordinating and reviewing the establishment and tracking of progress on meaningful intermediate milestones through all phases of project execution.
  • Responsible for coordinating and reviewing effective planning of activity durations and logic (including appropriate constraints) to support project milestones and overall delivery objectives.
  • Responsible for coordinating and reviewing schedule resource loading and leveling. Coordinates development and production of all curves for requisition completion, acquisition award, first delivery, production / installation, and etc. Coordinates integration of appropriate staffing requirements for each discipline/specialty relative to overall project needs.
  • Responsible for maintaining configuration control of the baseline schedule, and supporting the project’s baseline change control process.
  • Responsible for management and review of Central Scheduling products and deliverables, including:
    • Flat and variance analysis, including review and concurrence with Critical Path(s)
    • Schedule data quality and integrity analysis t identify schedule health issues using manual and packaged software applications common in the industry. Collaborate with the project team and oversight entities for their resolution.
    • Administering and quality checking imprt and export files processes
    • Schedule Desktp Instructions
    • Prject and corporate schedule metrics reports, e.g., Start & Finish Metric
    • Management level summary schedules, e.g., Level I, Level II, Prject Milestones reporting
  • Perform risk analysis for establishment of schedule margin requirements in the baseline and understanding of schedule risk exposure in the forecast using a combination of management judgment and results from Monte Carlo risk analysis software such as Primavera Risk Analysis (PRA) or Acumen Risk.
  • Facilitates and supports various management level schedule review meetings – both routine and special purpose as requested by management or the client.
  • Supervises project schedule analysis and studies of problem areas to determine criticality of schedule activities. Recommends alternatives for schedule improvement to project team for discussion and/or decision.
  • Responsible for leading the development and review of schedule recovery plans, including evaluation of additional resources/costs required to effect such plans.
  • Interface with IS&T and web developers for P6, web logic and EPPM web app errors or problems

 

Basic Qualifications:

  • Bachelor’s degree in Engineering, Business or Construction/Project Management plus a minimum of 9 years relevant professional experience or, in lieu of a degree, a minimum of 12 years relevant professional experience.
  • Must be a U.S. citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education
  • Must be able to obtain site security badge for access to work site.

 

Minimum Qualifications:

  • Knowledge and experience in establishing schedule requirements and developing and maintaining schedules using Primavera P6 software.
  • Knowledge in the use of Microsoft Office and other standard industry productivity software tools.
  • Knowledge of supervision, personnel administration, and training of technical and nontechnical personnel generally gained through experience in leadership roles.
  • Skilled in oral and written communication.
  • Knowledge of project management practices used in the major construction industry customarily acquired over time through specialized instruction or practical experience.
  • Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as typically performed on major construction projects.
  • Intermediate to advanced understanding of Project Controls general technical skills.
  • Ability to work independently and as part of team to meet project requirements.
  • Experience with DOD, DOE or major EPC project principles and procedures related to project scheduling

 

Preferred Qualifications:

  • Experience with Earned Value Management Systems compliant to DOE or DOD requirements
  • Primavera P6 database setup and administration experience on major Engineering, Procurement, and Construction projects
  • Project Controls Bechtel Certification preferred (Lead Schedule)
  • Experience in cross project coordination
  • Knowledge of EPPR, BPS, and QURR
  • Flexibility to respond to urgent project requests and/or changing priorities
  • Experience in multiple Project Controls roles and disciplines or other functions
