Project Description:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00am-3:30 pm.

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment.  Must be able to obtain a security clearance, as applicable.

 

 

Role Overview:

Performs subcontract schedule monitoring, tracking and planning scope for the subproject. Performs planning and schedule development for activities that will support the Project’s Integrated Master Schedule for the construction subcontracts scope.  Identifies, analyzes, and provides innovative solutions to planning/scheduling problems. Primary focus of the position will be construction subcontracts focused, including cost and schedule management, support planning new scope, reviewing task logic and sequencing, resource usage, cost analysis and quantity tracking.

 

Principle responsibilities include but are not limited to:

  • Performs subcontract cost and schedule development for the Sub-project Execution plans.
  • Performs project schedule analysis and identifies potential problem areas to determine criticality of schedule activities. Recommends alternatives for schedule improvement to CD team for discussion and/or decision.
  • Updates schedule progress and conducts analysis using the Earned Value Management Systems (EVMS) suite of tools.
  • Performs Earned Value and Staffing Analysis at the Work Package and P6 activity level.
  • Supports trends and baseline change proposals as required.
  • Coordinates with team members to develop, maintain and support Work Breakdown Structure (WBS) and WBS Dictionary.
  • Evaluates quantities and schedule logic for all functions and departments. Prepares schedule and quantity progress and performance reports.
  • Ascertains that the correct scope of work is reflected on all schedules.
  • Integrates inter-discipline schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties. Works with the performing organizations and units to coordinate work sequences with total project plan.
  • Establishes and implements methods for determining activity durations for the CD sub-projects.
  • Develops quantity release and installation curves for the CD sub-projects. Reviews and evaluates quantity records to ensure total quantities are represented for all disciplines or specialties. Develops required job hour expenditures. Assists in determining leveling decisions. Performs quantity and manpower resource loading for assigned schedules.
  • Determines inter-discipline constraints or interfaces that define activity sequences. Works with performing organizations and units to coordinate work sequences with the total project plan. 
  • Reviews schedule data, and identifies and acquires information needed to complete work logic including interfaces between functions.
  • Determines critical-path activities for Sub-projects, and identifies significant activities supporting inter-discipline requirements.
  • Assists with EVMS compliance to ANSI 748.
  • Develops and monitors short term (2-4 week) execution schedules.
  • Monitors schedule deviation for all functions including subcontractor submittals, and recommends corrective action/workaround solutions for project considerations.
  • Develops and writes the schedule commentary that appears in the monthly progress and similar reports.

 

Basic Qualifications:

  • Bachelor's degree in Engineering, Construction Management, Business, or related field plus 6 years' planning experience on EPC project or 12 years of progressive related work experience in lieu of a degree.
  • Must be a US citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
  • Must be able to obtain site security badge for access to work site.

 

Minimum Qualifications:

  • Direct experience in performing, monitoring, and reviewing construction planning and scheduling including schedule development, control, and analysis.
  • Familiar with Critical Path method scheduling and corresponding concepts. 
  • Skilled in oral and written communication.
  • Proficiency in using PC operating systems and several basic software applications. Proficiency in using Primavera, Teamworks, Setroute, and QURR.
  • Demonstrates an intermediate understanding of Project Controls general technical skills.
  • Skilled in understanding technical processes, engineering drawings, quantity determinations, and mathematical and financial reports.
  • Intermediate to Advanced level of knowledge of engineering, procurement, contracts, construction and startup work processes as performed by Bechtel.
  • Knowledge of engineering and construction management customarily acquired by taking selected discipline training courses or through practical experience.
  • Ability to work independently and as part of team to meet project requirements. 
  • Experience with DOE or major EPC project principles and procedures.

 

Preferred Qualifications:

  • Experience in Eng, Procurement, and/or Construction functional organization
  • Knowledge of QURR, EPPR and/or BPS.
  • Familiar with change management such as baseline change proposals and trending.
  • Experience with Earned Value Management Systems compliant to ANSI 748.
  • Flexibility to respond to urgent project requests and/or changing priorities.
  • Experience in multiple Project Controls roles and disciplines or other functions.
