Job Summary:
In this role, you will lead a team to manage subcontracts and monitor operations. You will develop the subcontracting strategy, operating procedures, staffing plan, and the contracts section of the Project Execution Plan. You will review and approve bid details, commitments, and negotiations. Your oversight will ensure project subcontracting is consistent and that requirements have been implemented.

Major Responsibilities:
- Participates with the project team in assigned tasks involved with defining and developing the scope of Contracts work, and in preparing and coordinating Contracts plans, procedures, schedules, estimates, forecasts, and budgets
- Reviews commitment recommendations in accordance with Procurement and Contracts policies and procedures, approving those within delegated authority
- Develops and implements the subcontracting strategy for assigned project or office, incl. development and translation of the Supply Chain Assignment Schedule into a specific working contracting plan
- Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of bidders within delegated approval authority
- Ensures all commitments made by subordinate personnel are accurately presented and follow established approval and signing authorities contained in company policies and procedures
- Reviews and recommends bid selections that require higher approval authority
- Executes commitments within delegated signing authority
- Reviews prime contract between customer and Bechtel and makes recommendations to Subcontracts Manager to ensure appropriate provisions are reflected in the commercial terms and conditions, and pricing conditions of the master contract forms
- Provides guidance in the development, monitoring, and maintenance of project master subcontracts forms, including legal and commercial terms and conditions to be included in the project subcontract documents
- Reviews and approves proposed negotiating plans developed by subordinate personnel in the commitment and resolution of commercial conditions of contracts, and participates in direct negotiations when required
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 8 -10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
• Extensive experience in subcontract management, including subcontract pricing, pre award strategy and negotiation, drafting, award, and post award administration for large, complex construction projects.
• Demonstrated ability to lead commercial negotiations, resolve disputes, and proactively identify, allocate, and manage contractual and commercial risk, particularly in modularization and off site fabrication environments.
• Strong analytical and judgment skills with the ability to evaluate cost, schedule, and risk impacts and present clear recommendations to project and functional leadership.
• Excellent written and verbal communication skills, with experience preparing high quality contractual correspondence and interfacing effectively with internal stakeholders, owners, suppliers, and subcontractors.
• Thorough working knowledge of engineering and construction subcontracting scopes, execution methods, and industry work practices, including OSM/module fabrication, logistics interfaces, and site integration.
• Proven ability to lead and influence multi discipline teams, working collaboratively across Engineering, Construction, Procurement, Project Controls, and Legal organizations.
• Experience developing and executing sourcing strategies for complex or global OSM subcontract packages, including bid strategy, supplier selection, and commercial alignment.
• Capability to establish, maintain, and enforce reporting and governance standards for subcontract progress, performance, risk, and cost control.
• Self directed, results oriented professional who demonstrates initiative, intellectual curiosity, sound business judgment, and comfort operating in fast paced, high risk project environments.
• Mobility and willingness to travel domestically and internationally in support of OSM yards, fabrication facilities, and project site
