  • Salary Range: $135,860 - $207,190 annually (determined by function, education, experience, and qualifications of the 
    applicant. A 15% salary uplift is provided on top of base salary for positions that are worked in New York City, which is 
    subject to change depending on market conditions.)

Position Summary

Requires a dynamic and innovative professional with a deep knowledge of the rail industry across the full lifecycle including network planning, master planning and concept development, project delivery, rail systems, and operations and maintenance.

 

Provides strategic and technical support for early-stage rail programs and schemes, drawing upon a strong background in strategic railway planning, preferably with experience inside an operating company or transport agency involving railway service outputs.

 

Reports to and receives functional and operational guidance from the Rail Division Manager and receives day-to-day guidance from the GBU rail sector lead and rail engineering manager. Provides rail-related support to the regional General Managers and regional Marketing and Business Development Managers as required.

 

Provides as required rail-related support to the GBU rail sector lead, regional General Managers and regional Marketing and Business Development Managers. The role features a unique opportunity to shape and implement Bechtel’s approach to connected infrastructure strategies that will change the way we live and work.

  

Responsibilities

  • Provides strategic and technical support for early-stage rail programs and schemes which may include network evaluation and development, service assessments, route options evaluation and selection, and the conceptualization of new or expanded rail lines, stations, and terminals.
  • Supervise and execute rail-related planning activities on transport masterplans and studies at a state, national, regional levels.
  • High-level engagement with clients to understand their needs and requirements in order to provide planning / design / feasibility solutions in a multi-disciplinary / multi-sectional context.
  • Demonstrate thorough use of personal knowledge, supplemented by other Bechtel personnel, to resolve how Bechtel can improve its execution and delivery plans.
  •  Maintain relevant networks across the entire sector, identifying and nurturing relationships with key decision makers and influencers.
  • Engage with potential business partners to secure and develop innovative approaches and individual propositions to address customer and market challenges.
  • Oversee the conduct of research of current and possible future markets. Recommends new services that the organization should develop and new industry markets that the company should actively pursue.
  • Support aspects of the Rail strategy implementation including the identification and development of opportunities in other industry verticals.
  • Participates in proposal presentations and negotiations with customers.

 

Qualifications and Skills

Basic Qualifications:

  • Civil, Mechanical or Electrical Engineering Degree (or equivalent) with substantial experience in major rail projects.
  • Current Professional Engineer license in a North American State or Province, or able to obtain one in the jurisdiction.
  • At least 20 years of experience as a rail professional with at least 10 years of relevant experience in an operations role including experience on at least one major infrastructure project.

 

Additional Qualifications:

  • Experience in strategic railway planning, preferably with experience inside an operating company or transport agency involving railway service outputs.
  • Direct experience in managing and executing rail projects including high-speed rail, mass transit and freight projects.
  • Experience in rail planning related to industrial infrastructure, commodity transportation, economics, and sector analysis, as well as working knowledge in community design and land area utilization and development.
  • Knowledge of construction, engineering, procurement, subcontracts / contracts, planning, scheduling, and cost, estimating and the interrelationships.
  • Has an in-depth knowledge of CENELEC and IEC standards pertaining to rail systems, engineering safety and RAMS.
  • Thorough knowledge of AREMA standards pertaining to civil infrastructure, rail systems and engineering safety.
  • Has in-depth knowledge of Federal Code of Regulations risk analysis requirements for System Safety and Security.
  • Has an in-depth knowledge of NPFA 130 for designing infrastructure for Transit System Guideways and Stations.
  • Experience in the implementation, operation and maintenance of rail systems including O&M, Signaling, Traction & Non-Traction Power, Telecoms, OCS, Systems Integration and Systems Assurance.
  • Extensive experience of managing the various engineering and rail systems engineering disciplines (HVAC, MEP, Rail Systems, Traction Power, Medium & Low Power, Rolling Stock and RAMS).
  • Working knowledge of related North American Environment Protection Agency Regulations and experience in permitting requirements and managing successful engineering presentations to environmental regulatory bodies.
  • Ability to develop new propositions and to work with customers to shape potential prospects, including the ability to develop creative solutions and “connect dots” through disparate information.
  • Ability to listen and to understand customer challenges, supporting their early stage thinking as they plan procurements and applying a collaborative approach to customer relationships.
  • Ability to sell Bechtel’s value proposition, execution approach and commercial offering to customers based on a deep understanding of rail sector operating requirements and major project delivery.
  • Advanced oral and written communication skills with demonstrated ability in making presentations to customers and management.
  • Self-directed, requires limited daily supervision or guidance.
  • Responsive to internal and external customers with consistent follow-up and follow-through.
