Project Overview:
Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Headquartered in Reston, Virginia, the M&T global business unit also includes colleagues working in Arizona, Ohio, Texas, India, and additional project locations around the world.
Job Summary:
Responsible for managing and building the team that creates, conducts and administers the Project’s training and upskilling programs including Craft Professional skills assessments on projects, Bechtel’s Capabilities Assessment Program (CAP), and maintenance and build out of training facilities. Lead and administer upskilling and training to Craft Professional employees on-site and coordinate with Union training centers. Supervise team of trainers and set priorities for CAP and Workforce Development (WFD) aligned with Project and Site Management training and upskilling requirements.
Supervises Project Trainers, CAP Superintendent, Employee, Safety and Health (ES&H) Trainers and/or WFD Coordinator or Administrator(s). Has regular contact with the Craft Professional workforce, Union Training Centers and their staff, and stakeholders. Regularly interfaces with Labor Relations, Employee Health and Safety, and Construction Management. #LI-SM2
Major Responsibilities:
- Supervises Project Trainers and/or WFD administrator(s).
- Ensures that the training and assessment programs are consistent with all guidelines and procedures.
- Builds and drives vision and overall training strategy.
- Drives the overall execution of an industry leading, on-site training facility and program.
- Maintains industry leading training standards, quality and delivery.
- Maximizes efficiency, productivity and all resources provided.
- Builds strong relationships with Supervision and all relevant stakeholders and decisionmakers in order to garner support for team and execute all requirements, goals, and vision of the WFD Department.
- Maximizes on-site, off-site and Union Training Facilities offerings to upskill Craft Professionals.
- Foster’s an engaging, exciting, and dynamic training environment increasing Craft Professional development and engagement.
- Ensures alignment with Site Management and Supervision regarding training and skill assessment priorities to proactively forecast and address training requirements.
- Provides guidance to Site Management for training to all levels of Craft Professionals, including apprentices, journeyman, foreman and general foreman.
- Oversees capability assessments via the CAP/New-Hire Skills Assessment Program Program.
- Lead Project specific administration of the craft training and certification program (verification of Competency), ensuring the company remains in strict compliance with Project specific regulations.
- Responsible for project training facility layout, resource allocation, set-up and maintenance.
- Lead/Participate in the selection of evaluators/trainers.
- Coordinates with onboarding and Craft Professional Requisition process to ensure required capabilities and skills are tracked and included in new employee’s skillsets.
- Coordinates and monitors classes, instructors, facilities, class times, participants (level) and instructor evaluations on each project.
- Collects, assembles, and analyzes training data and provides reports to site and WFD management regarding the project’s training activities.
- Oversee maintenance of data in relevant LR/WFD systems.
- Administer JATC Apprentice Evaluations and other Apprenticeship program requirements as needed including Apprenticeship rotation of job assignments.

Education and Experience Requirements:

Requires bachelor's or master's degree (or international equivalent) in related field and 8-10 years of relevant experience or 12-14 years of relevant work experience in lieu of a degree.
Required Knowledge and Skills:
- Proven ability to define goals and deliverables and implement key programs on time and within budget.
- Proven ability to lead and build a team. Good analytical and strategic planning skills: able to prioritize, balance short and long-term priorities.
- Must have construction project experience.
- Excellent oral and written communications skills. Competent use of Microsoft Office suite.
- Prior Labor Relations Workforce Development/Training experience required. Salary Grade Determination
- Advanced understanding of Construction industry training and certification program’s administration guidelines and certification program on projects.
- Advanced knowledge of project training facility layout, resource allocation, set-up and maintenance.
- Intermediate knowledge of Bechtel’s Capability Assessment Program (CAP). Performs assessments and oversees evaluators administering CAP.
