Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. Bechtel will design and build Phase 1 of the Ohio One project, a total of 2.5 million square feet, including 600,000 square feet of cleanrooms. Construction will require as much steel as eight Eiffel Towers and as much concrete as the tallest skyscrapers.

Position Summary

Provide support as required to the construction team reporting directly to the Project Survey Manager (PSM). Supervise and/or direct activities relating to construction engineering, layout of foundation locations, equipment locations, structural steel placement, subcontracts, and engineering liaison with the design functional group. Use design drawings, model, and specifications to determine associated plant and equipment locations.

 

Works with field engineering to support field verification of materials as appropriate and needed.

 

Provides technical support as related to survey to Field Engineering and Superintendents in a wide range of situation and configurations. Multi-Disciplined Field Engineering responsibilities with earthwork, excavation, concrete, structural steel, mechanical, and piping, etc. installation experience.

 

Responsibilities

The Scanning and Metrology Party Chief (SMPC) duties include, but not limited to, the following:

  • Responsible for the oversight and execution of all scanning and metrology survey operations and overall quality and integrity of the scanning and metrology surveying program, assuring that all work is performed with the highest regard for the safety of all involved
  • Execute activities relating to construction engineering, verification of the layout of foundation locations, equipment locations, structural steel placement, subcontract work, and engineering liaison with the design functional group.
  • Use design drawings, model, and specifications to determine associated plant and equipment locations.
  • Provide technical direction to the direct-hire scanning and metrology survey team
  • Support the survey team’s implementation of the project safety, quality, and environmental programs.
  • Oversee the scanning and metrology survey team’s implementation of the Survey Procedure (SWPP 3201)
  • Provide support to both Field Engineering, Field Supervision and Construction Management teams.
  • Perform duties of a scanning and metrology Party Chief on a 2 or 3 person direct-hire survey crew
  • Utilize survey instruments in conjunction with Bechtel survey procedures including Robotic Total Station, GNSS, Laser Scanning and Laser Tracker instruments.
  • Develop and maintain survey data.
  • Perform 3D Laser Scanning operations, including reality capture, scan data processing and reports.
  • Perform Metrology measurements, computations, and reports.
  • Prepare survey CAD drawings or intelligent 3D models as required in the performance of duties.
  • Assist with providing direction and training to less experienced survey team members.

 

Basic Qualifications:

Grade 25:

  • Engineering/Technical degree and 6 years’ experience in surveying, involving a mix of field and office duties with modern instruments, software, and technology; with at least 5 years’ supervisorial experience or 12 years’ experience (in lieu of a degree), with at least 5 years’ supervisorial experience

Grade 26:

  • Engineering/Technical degree and 9 years’ experience in heavy construction/industrial surveying, involving a mix of field and office duties with modern instruments, software, and technology; with at least 5 years’ supervisorial experience or 15 years’ experience (in lieu of a degree), with at least 5 years’ supervisorial experience.

 

Additional Qualifications:

  • Must have the right to live and work in the USA without sponsorship.
  • Knowledge of engineering and construction methods and processes customarily acquired over time through specialized instruction or practical experience.
  • Must have a solid record of successful project completion with little to zero rework.
  • Minimum 5 years drafting or mechanical modeling including intelligence or attribution.
  • Demonstrated experience with 3D Laser Scanning hardware and software (Cyclone, RealWorks), including the ability to perform or check digital computations for generation of scan and metrology data and drafting of as existing conditions/as-built data.
  • Demonstrated experience with Laser Tracker hardware and Metrology software (Spatial Analyzer)
  • Demonstrated experience supervising laser scanning field & office activities
  • Demonstrated experience supervising Metrology field & office activities
  • Demonstrated ability to always maintain a safe work ethic and work environment.
  • Initiative-taker, highly motivated, requiring little supervision, and able to work well on multiple work fronts, with excellent problem-solving ability.
  • Displays effective communications skills crucial to motivating team members and presenting plans in a clear and concise manner.
  • Demonstrated ability to work in a team-based environment, able to formulate a working relationship with survey team members, other departments, contractors, and survey functional management.
  • Work under time constraints and must be adaptable to changing conditions.
  • Intermediate level use of Microsoft Word, Outlook, Teams, and Excel.
  • Demonstrated proficiency with Survey CAD software, including coordinate geometry (COGO) computations; and drafting of as staked/as-built data.
  • General awareness of environmental laws.
  • Awareness of government compliance standards.
  • Must have experience managing teams working on multiple work fronts; experience working under time constraints and must be adaptable to changing conditions.
  • Must be able to complete and pass a pre-employment drug screen and background check, including verification of employment and education.
  • Must be physically capable to participate in project walkdowns, which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in, or maneuvering around small and/or confined spaces, and lifting up to 40lbs without assistance.
  • This project may have multiple work schedules that are subject to change and may require employees to work overtime, weekends and/or night shift when a business need arises.

 

Additional Qualifications:

  • Prior Bechtel Survey Mega-Project experience.
  • Experience working with, supervising, and administering subcontractor’s workforce.
  • Experience managing technical services subcontracts is desirable.
