Position Summary 

Supports the development of Corporate and Project reporting for senior management and various internal/external stakeholders on the project progress and cost performance. 

 

Responsibilities

This job role involves overseeing the development and issuance of regular reports, reviewing content for accuracy and completeness, presenting important metrics to project management, analyzing data, and providing recommendations, collaborating with multiple teams, and facilitating cost and progress status meetings with stakeholders. The role also includes developing commentary on overall cost and progress for weekly, bi-weekly and monthly reports, as requested including:

  • Perform cost and progress analysis and control activities, monitor Engineering, Procurement, and Construction progress and performance.
  • Communicate review evaluations and recommendations to Project Management.
  • Support project organizational and administrative activities and supervise / provide technical directions for cost engineering and/or planning/scheduling activities as required.
  • Ensure work is completed as planned, identify trends for management attention, and perform a variety of technical and administrative tasks related to the planning, estimating, scheduling, and monitoring of work performed by the engineering, procurement, and construction teams.
  • Assist in developing the performance metrics and identify improvements.
  • Support the development of Project Controls standards, processes, and procedures.
  • Supervise and be responsible for the development and accuracy of cost engineering reports and periodic progress assessments, and oversee reviews of the Monthly cost performance report, Weekly/bi-weekly progress reports, budget evaluation and recommendations, commitments, and cost analysis, earned value performance (including subcontractors), cost or schedule trends, and trend estimates, and analysis of variance statements.
  • Review for compliance and quality each Variance Analysis Report, moreover, review and analyze EPPR &QURR reports and present analysis of data to project management.
  • Prepare graphic presentation from draft materials prepared by Project Controls personnel, prepare cost and progress information for meetings as directed, and collect input from Engineering, Procurement, Construction, Startup, and Operations for holistic reporting.
  • Interact daily with project management, develop, and write overall cost and progress commentary that appears in the monthly progress and similar reports, and facilitate weekly and monthly cost and progress status meetings with internal and external stakeholders.

 

minimum Requirements

  • At least 14 years of professional experience with a bachelor’s degree from an accredited university or 17 years of professional experience with a high school diploma or equivalent.
  • Ability to successfully complete pre-employment drug screening and background check, which includes verification of employment and education.
  • Ability to obtain a site security badge for access to the work site.
  • Excellent organizational and interpersonal skills with the ability to collaborate effectively with peers and external customers.
  • Strong verbal and written communication skills.
  • Proficiency in computer software products such as Microsoft Word, Excel, PowerPoint, and Power BI, as well as experience in the development and use of project control tools, processes, and techniques.
  • Hands-on experience in work planning techniques, scheduling tools, earned value techniques, change management, and baseline management.
  • Strong analytical, mathematical, and data checking skills.

Experience working with Six Sigma process improvement tools and participating in Process Improvement Projects (PIPs) for project controls process.

 

Preferred Qualifications

  • Strong understanding of technical processes, including engineering drawings, quantity determinations, and mathematical and financial reports.
  • Advanced knowledge of engineering, procurement, contracts, construction, and startup work processes as performed by Bechtel.
  • Knowledge of engineering and construction management obtained through selected discipline training courses or practical experience.
  • Flexibility to respond to urgent project requests and changing priorities.
  • Experience in multiple Project Controls roles and disciplines, or other functions.
  • Expert-level statistical knowledge in the areas of sampling, distributions, probability, and hypothesis testing for metrics.
  • Proficiency in Microsoft Office, Power BI, Primavera P6 & EcoSys.
  • Prior experience with Earned Value Management System on reimbursement job.
  • Expert understanding of Estimating core processes and procedures.
  • Thorough knowledge and experience in all aspects of project risk, prime contract, Project controls (Planning, Cost and Estimation).
  • Knowledge of commercial terms and conditions, such as currency exchange impacts and hedging arrangements.
  • Expert knowledge of Estimating and cost management work processes and systems.
  • Excellent oral and written communication skills, with the ability to present reports and information to management and customers.
  • Strong management, supervisory, and administrative skills.
