Role Overview

The Field Cost Manager will manage and supervise direct and indirect cost tracking and control activities at the project jobsite. Provides direct supervision to the Cost Supervisors.  Manages the cost earnings process for the field operations and provides cost information, reports and analysis to management. Interfaces in the preparation for field identified trends, estimates and forecasts. Works closely with construction, procurement and subcontracts on field budgets and expenditures and maintains the field budgets.  Assists the Subcontract department in analyzing cost claims and preparing Commitment Authorizations. Analyzes impact of schedule on field indirect budgets. Works closely with accounting on cost corrections.  Prepares quantity track reports and graphs.

Directly interfaces with Construction Supervision and Field Engineering on behalf of Project Controls.  Leads the construction field team on the input to the project forecasts. Assists the Client with information to support their financial reports as needed. Provides generally non-routine cost engineering guidance to the project.  Supports and promotes improvement measures and implementation of recommendations. Supports organizational and administrative activities. Supervises up to 25 cost engineering employees. Develops and trains new employees to Bechtel. Supports project organizational and administrative activities. Responsible for cost engineering, cost estimating, and cost analysis/control activities for a large complex project.


Position Duties/Responsibilities

  • Responsible for project cost engineering functions
  • Directly interfaces with all functions as necessary for cost control monitoring, analysis, and reporting
  • Provides day-to-day cost engineering leadership to field team and detailed monitoring and analysis of project budgets and actuals
  • Updates and maintains the project budget and cost data base information
  • Provides timely support to project financial reporting and trending functions and the invoice/billing process as required
  • Independently provides accurate financial, cost reporting, trending analysis and recommends corrective actions
  • Responsible for cost analysis, development, and presentation of cost impact analysis
  • Review potential changes against project scope and execution plans
  • Analyze cost and schedule impact of scope changes and trends
  • Using cost collection tools, develop and maintain cost and resource databases and reports
  • Define project needs for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures
  • Supervises the timely performance of cost control activities and deliverables
  • Reviews and critiques designs and specifications for cost effectiveness and suggests alternatives when appropriate
  • Identifies need for cost analysis support for the project and recommends development or modification of cost engineering data standards
  • Formats data and inputs to Historical Cost Report (HCR)

  • Implement policies and processes established by management
  • Provide activity update to their Area Manager and General Superintendent
  • Provide oversight and guidance on day-to-day work tasks and activities
  • Provide input on how work should be structured and allocated
  • Organize, facilitates, and participates in work
  • Solves day-to-day operational work problems
  • Provides input on resource requirements
  • May provide input for hiring, termination, and promotion decisions
  • Identifies training needs
  • Provides performance information on team and individuals to next line supervisor
  • Coach employees


Basic Qualifications:

  • Bachelor’s Degree from an accredited university and 13 years of relative work experience. In lieu of a degree, 19 years of related work experience is required.
  • Must possess legal right to work in US without sponsorship


Preferred Qualifications:

  • Strong supervisory experience
  • Excellent cost experience in home office and/or field capacity for a major EPC firm
  • Experience and demonstrated skill in directing cost engineering functions, including cost estimating, cost control, and cost analysis in the field
  • Experience and demonstrated skill in establishing criteria for Project Controls activities
  • Skilled in providing direction, personnel administration, and training of technical and nontechnical personnel
  • Skilled in oral and written communication, with demonstrated skill in presenting cost engineering information to management/clients
  • Demonstrated skill in identifying, analyzing, and solving problems
  • Advanced level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience. Knowledge of current industry and technical developments.
