Bechtel is seeking to expand its decades long relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of existing petrochemical facilities in India. Reliance plans to augment its existing petrochemical facilities in Dahej, Gujarat, and Nagothane, Maharashtra, to expand its PVC capacity. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices.
The positions on this project will start as assignment in Navi Mumbai, Dahej or Nagothane.
Position Overview
Career growth opportunity for a self-motivated, high performing Lead Process Engineer with Gas Cracker Units (GCU) experience seeking technical/leadership challenges in the process design of a multi-billion-dollar upgrade/expansion. The Lead Process Engineer for GCU should have a good understanding of GCU facility design and/or operation.
Position Summary
- Reviews Engineering Contractor’s process engineering deliverables according to a set engineering design criteria utilizing approved engineering procedures, practices, and standards.
- Reviews Engineering Contractor’s designs, studies, reports, and proposals.
- Work with other PMC lead discipline engineers to ensure that all interfaces between disciplines are clearly defined and recorded.
- Coordinate the detailed design review of the facility and monitor status of Engineering Contractor’s Process Engineering deliverables with a focus on meeting schedule due dates.
- Reviews Engineering Contractor’s scope and work plan for the process discipline for all phases of the project and make sure all specifications are met and standards followed.
- Responsible for ensuring the delivery of project deliverables (PFDs/UFDs, HMB, equipment sizing, selection and specification, PSVs and flare system sizing and specification, etc.) within the agreed contractual requirements.
- Ensures design defects in the Engineering Contractor’s design are identified to maintain the technical quality of all process deliverables issued by the Engineering Contractor.
- Is involved in complex technical discussions with Owner, Engineering Contractor, licensors, and suppliers to validate technical decisions.
- Identifies issues (problems, value improvement opportunities) with Engineering Contractor’s design and helps clarify areas of complexity during all phases of the engineering design work.
- Understands multi-disciplinary technical issues and can advise on innovative technical solutions to resolve these issues.
Responsibilities:
- Review and oversight of overall plant and unit simulations and/or H&MBs.
- Review and oversight of Process Flow Diagram (PFDs) and Utility Flow Diagrams (UFDs) being able to explain selected flow configuration.
- Review and oversight of equipment sizes including vessels, columns, heat exchanger requirements, and packaged equipment specifications.
- Participation and input at major reviews such a PFD/P&ID reviews, HAZOPs, and 3D model reviews. Representing the process engineering discipline and being able to assess and challenge Engineering Contractor’s Process Design on behalf of the Owner.
- Review and oversight of relief load narratives, relief load calculations, load summaries and relief valve datasheets.
- Review and oversight of offsites and utility design including consumptions and the overall utility summary.
- Review and oversight of alarm and trip setpoint and process safety time calculations.
- Review and oversight of complex technical studies and resolution of technical issues on project.
Qualifications and Skills
Basic Qualifications
- A recognized bachelor’s degree in Chemical Engineering from an accredited college or university and minimum 15 years’ experience of Process Engineering experience in EPC and/or operating industry, with a minimum 10 years in a process engineering leadership role and 10 years of GCU experience in design and/or operation.
- Excellent understanding of chemical engineering principles of heat transfer, vapor-liquid equilibria, mass transfer and thermodynamics, and their general application to process design.
- Excellent knowledge of technical theory, engineering principles, good engineering practices and how to apply them for design execution.
- Extensive experience with major regulations and industry codes and standards affecting standard design, quality, or processes.
- Extensive experienced in relief calculation methodologies and industry codes and standards applicable to pressure relief design.
- Knowledgeable in process design of equipment, including vessels, columns, heat exchangers and package process specifications for equipment and control valves.
- Experience with process configuration and optimization studies to increase product yield, reduce utility consumption (steam, power, cooling water) and reduce/mitigate flare loads.
- Demonstrated experience with process simulation and automation.
- Demonstrated experience in all deliverables, tasks and activities listed in the position summary and responsibilities section.
