Project Overview:
Bechtel is seeking to expand its decades long relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of existing petrochemical facilities in India. Reliance plans to augment its existing petrochemical facilities in Dahej, Gujarat, and Nagothane, Maharashtra, to expand its PVC capacity. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices. The positions on this project will start as assignment in Navi Mumbai or Nagothane.
Job Summary:
QSD stands for Quantity Survey Department. In this role, you will be assigned to a field engineering organization in a supervisory position. Responsible for the organization and activities relating to quantity surveying of all commodities across PMC and Offsites & Utilities work including liaison with relevant stakeholders. Establishes the quantity surveying program for the project including planning, executing and monitoring of the work processes. This position reports to Project Field Engineer (PFE) of the project.
Major Responsibilities:
- Establishes the process for quantity surveying for all commodities. Ensures that the established process is seamless and corrects deficiencies as required.
- Estimates quantities, cost and timescales of materials and craft professionals.
- Ensures that quantity take-off, control, reporting and forecasting is accurate.
- Responsible for weekly report-out to management and inform stakeholders if discrepancies are found.
- Reviews and provides input to project controls documents on progress relating to cost and schedule and quantity reporting.
- Coordinates with contractors to ensure that quantity reporting is timely and accurate.
- Maintenance of construction engineering records for job history. Supervises the receiving, distribution and filing of plans and specifications.
- Coordinates with other subcontractors and external stakeholders (or subcontractors) to plan construction schedules
- Plans and recommends procedures to be implemented by construction contractors to ensure operations are within requirements of engineering design and specifications.
- Implements controls over variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials, and equipment and to ensure that other corporate programs/rigging operations are fully utilized.
- Coordinates with Contracts Manager for any work related to contract administration and activities affecting the contract administration operation.
Education and Experience Requirements:
- A recognized degree in an engineering or scientific discipline. Actual work experience leading to a thorough understanding of the technical knowledge described above. Experience required for this role is minimum 20 years.
Required Knowledge, Skills, and Abilities:
- Extensive working knowledge of construction planning, quantity surveying, monitoring and control.
- Extensive technical knowledge and experience in effectively coordinating with multiple stakeholders for smooth quantity survey operations. Ability to influence multiple stakeholders to achieve the desired outcome.
- Experience in brown field work, construction activities, and execution.
- Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor's responsibilities contained in subcontract documents.
- Prior experience supervising and administering multiple subcontractors.
- Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
- Knowledge of Indian standards and specification and codes as applicable, including various safety procedures and practices associated with the construction/rigging activities.
- Familiar with Bechtel's Business Ethics handbook and policies.
- Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.
- Knowledge of project-specific environmental compliance requirements.
- Knowledge of Bechtel's "Zero Accidents" safety program.
