Project Overview:
Reliance Industries is one of our key customers and Bechtel is providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (Os&Us / OSBL) for their multi-billion-dollar upgrade / expansion of existing petrochemical facilities in India. Reliance plans to augment its existing petrochemical facilities in Nagothane, Maharashtra, to expand its PVC capacity. The EPCM Services for OSBL will be led out of Bechtel's India offices. The positions on the project will start at the jobsite in Nagothane, Maharashtra.
Job Summary:
Bechtel India is seeking applications from experienced senior Electrical and Instrumentation Field Engineers with expertise in the Oil & Gas and Petrochemical industries to support the role of ‘Lead Discipline Field Engineer – Electrical & Instrumentation’ (LDFE-E&I) at the Nagothane jobsite as part of the EPCM organization. The LDFE-E&I will be stationed at the Nagothane jobsite and will be responsible for leading Electrical and Instrumentation construction and field engineering activities in a Construction Management capacity. This role involves overseeing Electrical and Instrumentation field engineers assigned to the project and managing activities related to construction engineering, subcontracts, and engineering liaison with the design functional group. The LDFE-E&I will provide technical direction to contractors regarding construction engineering and design functions related to electrical and instrumentation engineering. The role also includes interpreting design drawings and specifications, supervising field verification of materials, and providing technical direction to contractors in construction engineering and design functions specific to electrical and instrumentation engineering within an area of the project.

Jobsite contacts are with jobsite personnel including subcontractors related to construction engineering and the customer's resident engineering and operating personnel to coordinate construction
activities.
Major Responsibilities:
- Leads and supervises Electrical & Instrumentation Field Engineer team at the jobsite. Including employee reviews for dependent personnel, assists in their development and training.
- Supports the development of the construction engineering organization for approval by the Site Manager (or appropriate level of Project Management) and preparation of employee requisitions.
- Coordinates with engineering on constructability and design issues and monitors the interfacing between the construction automation plan and the project controls program at the jobsite.
- Establishes a Design/Field Engineering working relationship and lines of communication with the Project Field Engineer/Area Field Engineer including agreement on engineering deliverables.
- Leads activities like quantity take-off, bulk material control, quantity reporting and forecasting, and ensures the implementation of project environmental control plan(s) as required.
- Leads implementation of construction quality and project quality procedures applicable to project, overseeing construction quality of electrical and instrumentation installation and testing, ensuring electrical and instruments, equipment and associated bulks are installed as per the approved design, specifications and industry codes. Develops project construction procedures related to electrical and instrumentation work.
- Responsible for reviewing and approving electrical and instrumentation related field changes proposed by field engineers or contractors and facilitating engineering disposition / approvals from engineering.
- Support as required the design of temporary construction facilities, preparation of cost estimates for construction activities and coordinates the preparation of cost reports, forecast and progress reports.
- Reviews and provides input to project controls documents on progress relating to cost and schedule, and material receiving reports and warehousing to assure delivery of correct materials.
- Plans and recommends procedures to be implemented by construction contractors to ensure construction operations are within requirements of engineering design and specifications.
- Maintenance of construction engineering records for job history. Supervises the receiving, distribution and filing of plans and specifications.
- Works with customer's resident engineering and operating personnel to coordinate construction activities.
Education and Experience Requirements:
- A recognized degree in Electrical Engineering.
- Overall work experience of 20 + years in electrical and instrumentation construction and project execution.
- Experienced on large Oil & Gas, Petrochemical, Power Plants, on both greenfield and brownfield projects.
- Leadership experience of leading diverse electrical and instrumentation field engineers.
Required Knowledge and Skills:
- Technical knowledge of all phases of electrical and instrumentation construction engineering relating to a single or multiple area.
- Thorough knowledge of construction activities of HM, MV, LV, instrumentation, telecom and process equipment and bulks, including cost and scheduling, and contract administration.
- Experience in inspection and certifying electrical equipment, instrument (bulks/commodity) installation by contractors.
- Experienced in various electrical and instrumentation construction testing at site, including instrument loop checks.
- Experience in petrochemical industries for construction / project management.
- Knowledge of Indian standards and specification and codes as applicable, including various safety procedures and practices associated with the construction activities.
- Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) processes tools including energy isolations like Lock-Out and Tag-Out.
- Prior experience supervising and administering subcontractors.
