Project Overview:
Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global
Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

Job Summary:
- The Workface Planner (E&I) will be responsible
- This position will be hired through one of our approved recruiting agencies.
- To support home office construction activities, such constructability reviews, ensuring safety in design, providing construction’s input to engineering and procurement teams that improves Total Installed Cost (TIC) on the projects, inputs to maximizing modularization and preassemblies.
- Advise engineering of latest construction technology, local practices/preferences to save cost, time to project and provide easy to build and economical design solutions.
JOB DIMENSIONS:
A. Supervision Received
Receives technical and operational supervision from Chief Construction Engineer or India Office Manager of Construction
B. Supervision Exercised
Provides technical and administrative direction to subordinate construction engineers if assigned.
C. Contacts
Interface with the engineering design functional group, procurement and contracts, project controls, quality and project estimation and project proposal teams.
Jobsite contacts are with Site Manager, Project Field Engineer, Field Engineers/Superintendents, and other support disciplines.
Major Responsibilities:
- The E&I Workface Planner is responsible for developing Installation work Packages (IWP’s) for Electrical and Instrumentation commodities. In addition to being accountable for developing the detailed IWP release plan (90-Day schedule) with the Responsible superintendent, Responsible Field Engineer and Construction Manager.
- Also, E&I workface planner is responsible for developing Instrument Loop packages those shall be used for effective execution of cold and hot loop checks and commissioning activities.
- The E&I Workface Planner will review general installation priorities and check to assure the work accomplished meets the project requirements.
- Reviews work scope, checking sequencing, access, resources, equipment needs, pre-work, materials and support services.
- The Electrical Workface Planner prepares the scope of the IWP in coordination with the Lead Workface Planner field engineer and Superintendent to gain approval for the IWP.
- E&I Workface Planner will perform random checking of IWPs assembled by the Assistant Workface planner.
- Understand work packaging philosophy, scope of installation, Work Breakdown Structure and scoping of installation work packages.
- Monitor project schedule and ensure performance and timely delivery of IWPs; coordinate with Project Controls team, planners, other stakeholder of the project and ensure E&I IWPs are issued as per the project priorities
- Monitor quality of IWPs ensuring scoping and preparation of IWPs is done right the first time
- Attend progress meetings, maintain effective interface with site management team, client’s organization ensuring IWPs, and advance work packaging efforts are effectively delivered on the project.
- Develops detailed E&I Installation Work Package (IWPs) as per the project guidelines and procedures, which includes, compiling E&I installation drawings, installation details, model snapshots, vendor drawings, inspection test records, or any other documents or Engineering deliverables associated with the E&I IWPs.
- Supports development of various other construction engineering deliverables like material take-off of E&I bulk material.
- Facilitates the identification and removal of constraints.
Education and Experience Requirements:
- Minimum experience of 10 yrs. for 25 grade in large EPC projects, or 15 to 20 years of relevant experience in lieu of a degree.
- A recognized diploma or bachelor’s degree in electrical engineering (or international equivalent).
Required Knowledge and Skills:
- Working experience at the jobsites as a Field Engineer, Construction Engineer on large industrial projects is essential.
- Experienced in Instrument Loop testing, experience in preparation of instrument loops packages is mandetory.
- Shall have an experience of preparation of Electrical & Instrumentation work packages,
- Proficient in reading drawings, interpret design, specifications and industry standards and codes.
- Excellent communications skills
- Proficient MS Office applications
- An experience of international field assignments is highly preferred
- An experience on LNG / Petrochemical projects is highly preferred.
- Persons with only scheduling experience should not apply.
- People posted at jobsite but not directly involved in installation/execution should not apply.
