This position is for a Start-up Manager who will work a multi-year United Kingdom (UK) nuclear infrastructure programme for which Bechtel will provide PMO (including Project, Engineering, Commercial and Construction Management) services.  This programme involves a multi-billion investment in nuclear and non-nuclear facilities. 

The Start-up Manager is responsible for the start-up activities performed on the UK nuclear infrastructure programme.  The Start-up Manager is responsible for supervising and providing technical direction to all Start-Up Engineers and Supervisors that are assigned to each package within the programme.  The Start-up Manager reviews and approves all key Start-up processes/procedures and must have a broad knowledge of industry and regulatory standards, and start-up procedures in the nuclear industry. The Start-up Manager is required to have a good knowledge of industry standard administrative practices and supervisory experience.  This position is a senior role within the Bechtel team and reports to the Bechtel Project Manager 


The position is open to United Kingdom (UK) Nationals only.  UK/US dual citizens may be considered.  The work will be performed in various locations across the UK. 

This position is also subject to a successful interview and agreement upon terms and conditions of employment.  Candidate must be able to obtain an SC security clearance.



  1. Supervision Received
  • Receives operational surveillance, administrative supervision and technical guidance from the Manager of Startup.  Objectives are defined and results are subject to supervisory review.
  • Receives day-to-day supervision from project management on specific projects.

  • Supervises and provides administrative and technical direction to subordinate engineers and assigned personnel.
  1. Contacts
  • Maintains good relations with client, office or project management personnel to ensure startup response to project needs.  Represents startup on project team(s) as assigned.
  1. Directs and monitors assigned office or project startup and operations which may include review of design for plant operability, preparation of operations manuals, coordination with construction during field check out and pre-commissioning and testing and execution of the startup in the field. 
  2. Directs the formulation of and recommends to departmental management policies, procedures, plans and programs within assigned office or project.
  3. Supervises, coordinates, and reviews the work of assigned engineers, estimates staffing needs and schedules, and assigns work to meet completion dates.
  4. Participates in proposal preparation activities as required.
  5. Prepares or directs the preparation of operations manuals.
  6. Ensures that work being performed is within scope of services and within budget.
  7. Provides input to project management, engineering, and construction to ensure startup requirements are incorporated into project activities, including review of project designs and construction to ensure plant operability and operating personnel safety.
  8. Prepares and directs safety, health and environmental compliance programs.
  9. Coordinates with client representatives to obtain approval on work as it is accomplished.
  10. Reviews and approves key startup methods, procedures, and schedules on assigned project(s).
  11. Performs personnel evaluations for personnel supervised and ensures that they receive appropriate technical assistance and on-the-job training for their professional development.
  12. Keeps abreast of technological developments and trends in startup and operating services within area of responsibility.


  • An extensive technical knowledge of startup and plant operations within the Nuclear Industry.  A general knowledge of industry and regulatory standards and design criteria in all areas of startup.  Knowledge of engineering systems and calculations, applications of both engineering and startup methods, and knowledge of application of computers to engineering problems.  An extensive knowledge of administrative practices including cost and scheduling.
  • An extensive knowledge of precedents in the startup and operations areas and a broad knowledge of principles and practices of related areas.
  • Is knowledgeable of applicable Environmental, Safety and Health regulatory requirements and how they affect operations.
  • Oral and written communication skills.
  • Knowledge of Bechtel’s “zero accidents” safety program.
  • Demonstrated skill in leadership.
  • A broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing.
  • The above is normally acquired through:
  • A recognized degree in an engineering or scientific discipline from an accredited college or university, OR
  • A professional license in an engineering discipline from a recognized licensing board, OR
  • Specialized courses in relevant general engineering, or an appropriate engineering discipline, AND/OR
  • Broad, progressive, work experience including senior supervisory experience to the degree necessary to perform the responsibilities outlined above.  This work experience to be in startup, operations, or other relevant experience in design engineering, construction, field engineering, military or plant operation in power, industrial, process, or marine facilities.

The Start-up Manager reports to the Functional Manager of Start-up and the Programme/Project Manager  The Start-up Manager is responsible for the startup and/or operations activities on one or more major Nuclear projects, designated portions of a very large or complex Nuclear project, or multiple smaller Nuclear projects as assigned.  Plans and at times directs startup engineering assignments and, as directed, performs personnel evaluation reviews for assigned personnel. Assists, as directed, in the preparation of project proposals.  Coordinates with project management, the startup related engineering, construction and client activities as an office assignment or during startup, operations, maintenance or testing at the jobsite.  Prepares or directs the preparation of operations manuals. Supervises and provides technical guidance to subordinate supervisors or startup engineers assigned to projects or tasks within area of responsibility.  Estimates staffing needs and schedules and assigns work to meet schedule dates.  Requires broad knowledge of Nuclear industry and regulatory standards and facilities operations criteria pertinent to the activities supervised.  Requires a working knowledge of Bechtel’s administrative practices, and prior supervisory experience.
